2008 CSU Quality Improvement (QI) Program Champion Award

Vice Chancellor Richard West and Vice President Stephen Garcia

Stephen Garcia, Vice President for Administration, received the 2008 CSU Quality Improvement (QI) Program Champion Award. The award recognizes the efforts of an individual who has demonstrated leadership in pursuit of quality improvement on a campus, or system-wide.

   Garcia was recognized for:

  • Long-term leadership for Quality Improvement programs in the CSU through focused and successful efforts at two campuses – CSU, San Marcos, and Sacramento State.

  • Leadership of QI programs characterized by significant utilization of QI tools – including Strategic Planning, Balanced Scorecard Strategy Map, measurement and assessment.

  • Emphasis on communication and workforce engagement through personal attention, information-sharing, inclusion of staff in planning activities, and support for a variety of staff-focused programs, including the provision of recognition and discussion opportunities, newsletters, committee memberships, etc.

  • Promotion of a culture of collaborative decision-making at both the division and campus level, notably the provision of staff expertise and data to support of the University’s budget committee, as a way to promote transparency and effective decision-making.

This is the second system-wide award for Garcia, who received the CSU QI Distinguished Service award in 2004.
