As Assistant Vice President for the Office of Research Affairs at California State University, Sacramento, David Earwicker is responsible for developing and overseeing the University's sponsored research and contract development initiatives. He received his A.B. in Economics and International Relations from the University of California, Davis and his M.A. in Islamic Culture Studies from Columbia University in New York. He is currently working on a Ph.D. in Education Policy at the University of California, Davis.
Previously he was Managing Director of San Diego State University's Center for International Business Education and Research (CIBER), which was funded in part by the U.S. Department of Education to enhance U.S. competitiveness globally and creatively impact international business education across the nation. He authored or co-authored over $4,000,000 in successful grant proposals through public and private agencies and foundations.
For four years he worked with limited partnership investments and financial services for E.F. Hutton and Co. in La Jolla, California, and interned in the Corporate Credit Department of Mellon Bank International in London. He also served for two years as a consultant with the Center for Economics and Business in Davis, California.
A 1996 Fulbright recipient for a month-long program in Germany, Earwicker also has served as an external evaluator for funded projects and as a proposal reviewer for government and private foundations. He has consulted with universities and colleges on program outreach, strategic planning issues and grant writing, and he is certified by the Project Management Institute as a Project Management Professional (PMP). His current research interests include science and technology policy, international economic development, and the political dynamics of social and economic change in the Middle East and Africa.
