CSUS FACULTY SENATE ACTIONS FOR 2002-2003

The Faculty Senate recommends approval of the following program change proposals:
MBA - Taxation Concentration
The Department of Accountancy is requesting permission to change the delivery of the MSBA - Taxation program from a traditional program to one that is completely delivered though distance learning. This will be accomplished through Regional and Continuing Education.The justification for this request is that for the last several years, enrollments in the Master's programs of the Department have dropped to the point where delivery of the program using traditional scheduling and on-site lecture techniques is not economically feasible. Input from students and constituent groups have indicated that access to on campus programs has been a problem. Utilizing the distance education techniques will provide greater access for working students and those with physical limitations. RCE is equipped to utilize alternative scheduling and delivery techniques.
No new resources are needed to complete this change. Student fees will cover all costs. Faculty will teach as an overload. The admission requirements and program curricula remain unchanged.
Speech Pathology and Audiology
We are proposing a change to our prerequisites and a change to our curriculum as it relates to language development and disorders and practical application of material in our anatomy and physiology of speech course.
- Delete the prerequisite of an Intro to Linguistics course and add the prerequisite of an Intro to Psychology course (such as PSYC 001 or 005). Both faculty and students have reported minimal benefit from the linguistics course and significant potential benefits from a general overview of psychology. We are also proposing an increase in language curriculum at the undergraduate level that would increase our ability to cover the systems of language.
- Delete SPHP120 from the undergraduate program. The material in the course is redundant to students in the major since they cover the material in later courses in the major. We are considering the feasibility of offering this course as a non-requisite course in our program to serve primarily as a recruitment course.
- Change SPHP 125 to a three-unit course with a new title: Language Disorders across the lifespan. Add SPHP 112 Introduction to the Evaluation of Language Development. This change reflects a return to a previous curriculum before these two courses (SPHP112 and 125) were consolidated into one 4-unit course. Faculty, students and members of our community advisory board support this change to include a stronger background in language development and disorders. This also reflects a response to a recommendation from a credentialing accreditation review in 1999 that stated that there was limited course content in the language area of autism and pervasive developmental delay. Also related to this change is an expansion of a graduate level course (SPHP 223) with more time available for further practical applications of material as requested by a recent program review.
- Add 1 unit SPHP 111L Anatomy and Physiology of Speech Laboratory component. This is a direct response to a program review recommendation "incorporate more application and analytical experiential learning assessments into courses," and "The dept. should review the structure and function of SPHP 111, A & P ….so student receive appropriate …credit and course instructor and lab assistants should implement a coordinated approach to learning experiences."

The Faculty Senate receives the recommendations (Attachment B) of the Curriculum Policies Committee on the program review of the Department of Geology and recommends that the Bachelor of Arts and Bachelor of Science degrees in Geology be approved for six years, or until the next program review, and that the Master of Science degree in Geology be reviewed in 2005.

The Review Team recommends the conditional approval of the Social Science Program for a period of four years. We recommend that no later than October 15, 2004, the Social Science Program Coordinator, working with the Dean of Social Science and Interdisciplinary Studies, present to the Program Review Subcommittee of the Faculty Senate Curriculum Committee a preliminary report. The report should contain the following:
- For those recommendations that have been addressed, details of progress, and
- For those recommendations that have not been addressed, plans for addressing these recommendations prior to the next program review.
The Subcommittee will determine if satisfactory progress has been made and, if so, recommend approval until the next program review.

Background: In Spring 2002, the Faculty Senate amended sections 6.04 and 6.06 of the University ARTP document, allowing probationary faculty to participate in the hiring of probationary faculty if a department so chooses. Section 12.22.a of the M.O.U. allows campus presidents decide whether to authorize departments to choose to elect probationary faculty without restriction to peer review committees that recommend appointments of probationary faculty. President Gerth has authorized that election if departments request it. As described in Professor William Dillon's (Presiding Member, University ARTP Committee) August 1, 2002 memo to the Faculty Senate's Executive Committee, this amendment merely alters the language bearing on probationary participation as embodied in M.O.U. 12.22.a.

The ACTCSP "shall consist of the chair of the academic senate of the campus, two faculty representatives elected by the campus faculty, . . ."
Motion: The Faculty Senate adopts the procedure outlined in Attachment J for nominating and electing faculty representatives for the Advisory Committee to the Trustees Committee for the Selection of the President.

The Faculty Senate recommends approval of the following program changes:
1) New Concentration - BA Communication Studies, Public Relations Concentration
Converts the Public Relations area of study in the General Communication Concentration to its own concentration.
2) New Program Fast Track Process - MS Computer Engineering
The proposed program contains a balance of software and hardware courses compared to the MS E&EE Computer Engineering concentration that does not have a software requirement and the MS in Computer Science that does not have an engineering requirement. If approved, this program will be the second within the CSU system.
3) New Certificate Program - Adult Learning Disabilities
Individuals wanting to prepare for Adult Learning Disabilities Program positions have had limited options in the past. The certificate program will focus on preparing professionals who wish to develop and upgrade skills.
| FS 02-66/Ex. | PROPOSITION 47 (the Kindergarten-University Public Education Facilities Bond Act of 2002), RESOLUTION IN SUPPORT OF |
The Faculty Senate recommends passage of the following resolution:
WHEREAS: Approval of Proposition 47 - the Kindergarten-University Public Education Facilities Bond Act of 2002 - will provide $13 billion to relieve overcrowding, provide for safety repairs, and upgrade California's elementary, middle and high schools, community colleges, and universities; and
WHEREAS: Approval of Proposition 47 will require that all funds be spent only on construction and improvement of school, college and university facilities and that mandatory oversight processes provide safeguards against waste and mismanagement; and
WHEREAS: Proposition 47 approval is expected to provide $281 million for pending projects in K-12 school districts in Sacramento, Placer, Yolo, and El Dorado counties; and
WHEREAS: Proposition 47 approval is expected to provide $43 million for local community colleges; and
WHEREAS: Proposition 47 approval is expected to provide $900,000 for the University of California, Davis; and
WHEREAS: Proposition 47 approval is expected to provide $20.6 million for California State University, Sacramento; and
WHEREAS: Proposition 47 approval will make it possible for California State University, Sacramento to upgrade deteriorating infrastructure, including 50 year-old sewer pipes, aged and inefficient heating and air conditioning, wiring and fire alarm systems; and
WHEREAS: Proposition 47 approval will make it possible for California State University, Sacramento to make safety upgrades to research laboratories in the College of Natural Sciences and Mathematics, to provide a new mechanical engineering laboratory, to renovate the graphic design lab, to renovate the Hi Tech Center, to remodel the Maryjane Rees Language, Speech and Hearing Center, and to make classroom improvements; and
WHEREAS: Proposition 47 is supported by a large and diverse coalition, including the California State PTA, California Teachers Association, California Taxpayers' Association, California Chamber of Commerce, League of Women Voters of California, Californians for Higher Education, California Federation of Teachers, California Building Industry Association, California Business Roundtable; therefore be it
RESOLVED: That the Faculty Senate, acting on behalf of the faculty of California Sate University, Sacramento, endorses and recommends support for the passage of Proposition 47 in the November 5, 2002 election; and be it further
RESOLVED: That the Faculty Senate direct its chair to write a letter to the local newspapers expressing support and asking for public support of this proposition.

Background: In April 2002, the Faculty Senate passed FS 02-21, which amended the University ARTP document, allowing probationary faculty members the right to decline without prejudice to serve on hiring committees. The President, in a memo to the Faculty Senate of September 4, 2002, asked that the Senate reconsider this language. The matter was referred to the University ARTP Committee for debate and consideration. The Faculty Senate recommends passage of the following resolution:
Whereas, the Kindergarten-University Public Education Facilities Bond Act of 2004 (2004 Statewide School Bond) provides $12.3 billion in bonds to relieve overcrowding, reduce class size and repair and upgrade California's elementary, middle and high schools, community colleges and universities; and
Whereas, the 2004 Statewide School Bond measure is the second half of a two-part statewide education bond package to repair, upgrade and build new school facilities, and the first half of the package (Proposition 47) was approved by California's voters in 2002, and passage of the second half of the package is equally as important to continue the work we've started; and
Whereas, within 6 weeks of voter approval of Prop. 47 more than 300 school districts had their school construction and repair projects funded, and the remainder of the 2002 bond funds will soon be exhausted as new classrooms are built and old schools are repaired; and
Whereas, California has the second most overcrowded classrooms in the country; 22% of all K-12 public school students are on year-round class schedules because there isn't enough space in overcrowded school districts; and one-third of all K-12 classrooms in the state are portable trailers; and
Whereas, the 2004 Statewide School Bond provides matching funds to school districts that have already or will soon pass local school construction bond measures; and
Whereas, more than 710,000 new students are expected to seek enrollment at a California college or university by 2010; and
Whereas, the 2004 Statewide School Bond provides a much needed boost to our state's economy and putting Californians back to work building a better learning environment for our children is a wise investment in these difficult economic times; and
Whereas, the 2004 Statewide School Bond funds must be spent on school construction, not on overhead, and projects must comply with strict accountability requirements, including mandatory audits, to safeguard against waste and mismanagement; therefore be it
Resolved, That the Faculty Senate, acting on behalf of the faculty of California Sate University, Sacramento, supports the Kindergarten- University Public Education Facilities Bond Act of 2004.

Background: On March 27, 2003, the Faculty Senate approved the establishment of the "Outstanding Community Service Awards". Part of the debate included the distinction between the "Outstanding Service Award" and the "Outstanding Community Service Awards". This motion serves to clarify this distinction.
The Faculty Senate recommends changing the name of the "Outstanding Service Award" to the "Outstanding University Service Award".

| FS 03-23/Ex. | BY-LAWS OF THE FACULTY SENATE CSUS, REVISED |
Background: In Spring 2002, the faculties of the CSU approved a revision to the Constitution of the CSU Academic Senate. The revision pertained to the way campuses are represented on the statewide Academic Senate. This revision: 1) incorporates this change into the By-laws of the Faculty Senate, California State University, Sacramento, and 2) deletes the provision limiting the number of consecutive years one can serve on the statewide Academic Senate. Currently, CSU, Sacramento is the only campus in the system that limits the number of consecutive terms one can serve.
The Faculty Senate adopts that portion of the revised "By-laws of the Faculty Senate, California State University, Sacramento" as presented in Attachment B, pertaining to the number of Election of Representatives to the CSU Academic Senate.
| FS 03-28/Ex. | RESOLUTION OF COMMENDATION--DONALD R. GERTH |
Whereas: Don Gerth began his journey in higher education at the University of Chicago at the pubescent age of 16, and has continued to speak affectionately about his teenage institutional infatuation ever since; and
Whereas: Glenn Dumke took it upon himself to introduce Don Gerth to the CSU, the institution that would become his one true institutional love, as Don matured from a young faculty member and Dean of Admissions at San Francisco State, to a Dean of Students at Chico State, to a President at CSU Dominguez Hills, and finally to being President of CSUS; and
Whereas: George Orwell was correct in identifying 1984 as a portentous year, for it was in that year that Don Gerth assumed the presidency at California State University, Sacramento; and
Whereas: Prior to Don Gerth's tenure as President, it could verily be said that at CSUS "there was nothing more permanent than a temporary building, and nothing more temporary than a permanent President"; and
Whereas: Under Don Gerth's stewardship a single pair of breeding chickens--affectionately nicknamed "Don" and "Bev" by the late Marda West who fed and nurtured them--has metamorphosed into the impressive flock of fowl that has made Sac State the unofficial Free-Range Poultry Preserve of the CSU system; and
Whereas: Throughout his nineteen years at CSUS, the faculty grew to understand that the only way to get a building cleaned or painted was to call Bev, the REAL Vice President for Facilities Management and Beautification at CSUS; and
Whereas: Each time Don Gerth "departed from his prepared remarks", we were relieved to know that we would have a much needed respite from the text afflicted by the kibitzing of the President’s staff, and would be treated, instead, to a passionate oration on the value of the CSU as "The People’s University" and a little side humor about the "Brand X" university across the causeway; and
Whereas: Although Don Gerth will no longer be able to use the opportunity of his Fall address to announce the number of years he has served the CSU, he can be assured that The CSU and the people of California will always remember his 45 years of passionate commitment and advocacy for access and opportunity in higher education; and
Whereas: Don’s devotion to student access and educational equity is exemplified by his challenge to the federal government’s enforcement of its "don’t ask, don’t tell" policy toward gays in the military, his active involvement in the 1996 campaign against Proposition 209, which barred the use of race, gender and ethnic considerations in public employment; and his leadership in rallying the campus to confront and be engaged in the fight against hate crimes and to build a campus community grounded in respect, support and understanding of one another; and
Whereas: In the 80’s and 90’s, as the "business model" was adopted by colleges and universities across the country as the panacea of the moment, Don always understood that CSUS was first and foremost an academic institution and through his leadership has always advocated and defended the intrinsic academic values of our university; and
Whereas: Although Don Gerth was sometimes reluctant to express his personal views as President, the faculty sought and appreciated his wisdom and guidance in effecting the teaching, scholarship, and social mission of CSUS; and
Whereas: For nineteen years, Don Gerth took his seat in the Faculty Senate, and participated fully in debate on academic matters, not only as President, but as a Professor of Government exercising all of the rights, privileges, and responsibilities attendant to being a member of the faculty; and
Whereas: Bev Gerth, as CSUS First Lady, played an important partnering role, extolling all aspects of our University, and, most importantly, the accomplishments of our campus community – our students, faculty, staff and administration; therefore, be it
Resolved: That the 2002-03 Faculty Senate, on behalf of all the faculty and past Senates that have served the University during Don’s tenure as President, extend heartfelt appreciation for Don’s tireless and passionate commitment to the CSU and more specifically to California State University, Sacramento; and be it further
Resolved: That we respected and valued the fact that through his words and deeds Don demonstrated first and foremost that he was a "faculty" president; and be it further
Resolved: That we recognize and appreciate Bev Gerth for her wise counsel and support, and for the great commitment, passion, and effort she devoted to CSUS; and, be it further
Resolved: That we look forward to Don’s continued involvement with the University in his soon to be acquired status of emeritus faculty; and finally be it further
Resolved: That we extend best wishes to Don and Bev for an enjoyably productive and personally fulfilling future.
