SPECIAL REPORT

Assessment of the Race and Ethnicity in America requirement in our GE Program 

Last spring our General Education Committee (GEP/GRC) commissioned a survey of students enrolled in courses that satisfy the Race and Ethnicity requirement. Instructors in these courses distributed and collected the survey. Professors Linda Palmer and Otis Scott analyzed and reported the results (Faculty Senate Agenda November 15, 2001 Attachment A) to the GE committee. These results are the subject of this special report to the Senate. Dick Kornweibel, chair of the GE Committee, will present this item.

This report was given by Otis Scott (Ethnic Studies).

*FS 01-77A/Flr. CLASS SCHEDULING, AMENDMENT TO 

The Faculty Senate recommends amending FS 01-77 as follows:

The Senate recommends that 

  1. the Executive Committee work with Academic Affairs to define the structure of this committee, its membership and charge, 
  2. the Executive Committee and Academic Affairs give careful consideration to the following recommendations made by the Faculty Senate Work Group on Class Scheduling regarding the membership of the committee and duties to be assigned to the Committee, 
  3. the Executive Committee report the results of this effort to the Senate as soon as possible, and 
  4. the defined structure of the committee, its membership and charge replace this recommendation and be added to "Control 8" of this policy.

Carried.

*FS 01-77/Ex. CLASS SCHEDULING

 

The Faculty Senate recommends adoption of the attached scheduling policy.

FS 01-79A/Flr. WAIVER OF FIRST READING OF FS 01-79

The Faculty Senate waives the first reading of FS 01-79, Resolution in Support of Professor Vince Buck's Open Letter to Chancellor Reed.

Carried.

*FS 01-79/Flr. RESOLUTION IN SUPPORT OF PROFESSOR VINCE BUCK'S OPEN LETTER TO CHANCELLOR REED

Background:  At an October 31st meeting of the CSU Academic Senate, Chancellor Reed discussed the difficult times facing the system and "the importance of unity and working together."  Professor Buck's letter is a response to Chancellor Reed's call for unity.  As Buck states, for unity to be achieved "it is essential to build trust with the faculty and to convince the faculty that things are not as they always have been."  He suggests that "The first step on this path would be to reach a speedy settlement of the contract."  The following resolution, will endorse the issues raised in Buck’s letter and call on the Chancellor to provide the leadership to make "things not as they always have been."

WHEREAS, With the drain on state revenues caused by the State of California's purchases of energy during last year's crisis and a continued weakening of the state's economy and the resulting decline in state revenues, the California State University is facing a difficult and challenging time in the coming months and possibly years; and
WHEREAS, The State's budget crisis has come at a time when the California State University System is facing a crisis of its own in lack of space and decline in tenure-track faculty, and just as unusually large enrollment increases each year for the foreseeable future will stretch existing resources to the breaking point; and
WHEREAS, It is imperative to maintain access and quality education for increasing numbers of students; and
WHEREAS, This crisis for the California State University System calls for new forms of leadership and cooperation, the Faculty Senate of California State University, Sacramento agrees with Chancellor Reed's call for unity - to have faculty, staff, and administration united - speaking with one voice to the Governor, the Legislature, and the voters of the State of California about the budgetary needs of the California State University; and
WHEREAS, Unity will not be possible until the Chancellor and the Board of Trustees take the first steps to change the faculty perception that the Chancellor and the Board of Trustees distrust and lack respect for the faculty, a perception that gets communicated to the faculty when we are bypassed in decision-making processes and gets communicated to the Governor, the Legislature, and the public in the California State University's "extreme and intransigent" position in the bargaining process; and
WHEREAS, Without a speedy and agreeable settlement of the contract, such unity will not be possible; therefore be it
RESOLVED, That the Faculty Senate of California State University, Sacramento embraces the message put forth by California State University, Fullerton Professor Vince Buck in his open (e-mail) letter to the California State University Chancellor Charles Reed in which Professor Buck stressed the need for leadership on the part of the Chancellor and the Board of Trustees, the need for professionalism and respect in communications from the California State University, and the need to involve the California State University faculty earlier in the decision making process; and be it further
RESOLVED, That the Faculty Senate of California State University, Sacramento calls upon Chancellor Reed to provide the leadership necessary to bring contract negotiations to an agreeable conclusion and provide for the unity necessary for the California State University System to fulfill its role and responsibility to the citizens of California, and be it further
RESOLVED, That the Chair of the Faculty Senate of California State University, Sacramento communicate this resolution to Chancellor Charles Reed, to the Chair of the Board of Trustees, to Professor Vince Buck, to the Chair of the System-wide Academic Senate, and to all Academic/Faculty Senate Chairs in the California State University System.
