Motion to recommend: Policy on Grant Related Instructional Faculty (GRIF)

Implements Chancellor's policy on classification and qualification standards for GRIF (FSA 75-55).

GRIF appointments allow CSUS to secure higher base salaries for selected faculty positions through use of non-state resources. Existing faculty engage in substantial grant activity and would be eligible for consideration as GRIF. In addition, a GRIF appointment would allow for hiring faculty specifically in recognition of their grant-related activities.

GRIF appointments could also be extended to visiting professors. Departments and Colleges could provide additional salary dollars from non-state sources to augment the base salary offered visiting professors. Such salary augmentation might be necessary to bring to CSUS professors of national and/or international renown.

Hiring of Grant Related Instructional Faculty would conform with existing policy.


CSUS GUIDELINES FOR GRANT-RELATED INSTRUCTIONAL FACULTY APPOINTMENTS (GRIF)

In a memorandum dated August 25, 1975, the Office of the Chancellor of the California State University (FSA 75-55) established classification and qualification standards for classes of Grant- Related Instructional Faculty (GRIF), Academic Year (code #2387) and 12 month (code #3388).

Stipulations for this classification include:

Eligibility for a GRIF appointment at California State University, Sacramento (CSUS) can be met in two ways:

A.    Grant/Contract-related appointments:

  1. Normally, the faculty member must be primarily responsible for annual grant and contract awards exceeding $500,000 in volume, administer multiple awards, and supervise multiple staff.
  2. For the academic year, the faculty member's grant and contract funds must buy out a minimum of 25% of the faculty member's base 1.0 appointment.
  3. Non-state funds (normally from external sponsors), as identified by the Associate Vice President for Research, Graduate and Extended Programs, must cover the GRIF percentage differential in salary.
  4. The faculty member's grant and contract activity must clearly contribute to the regular responsibilities of the University.
  5. A GRIF appointment can be for current faculty (normally must be tenured or probationary) or for individuals from off campus who meet the selection criteria.
  6. In addition, for on-campus faculty, the Guidelines for Appointment of Grant Related Faculty to a 12-month time base (July 19, 2000) apply.
  7. Appointment will normally be for one year at a time, renewable as appropriate.

B.    Visiting scholar appointments:

  1. Normally, this category is not available to individuals already employed by the University.
  2. Appointment will significantly enhance the program of the hiring department or other unit.
  3. Non-state funds (normally from external sponsors), as identified by the appropriate Dean and Vice President, must cover the GRIF percentage differential in salary.
  4. Appointment will normally be for no more than one year, renewable as appropriate for up to one additional.

The College Dean or other appropriate administrator is responsible for initiating the request for a GRIF appointment after appropriate consultation with faculty depending on whether the appointment is to a department, College, or other University unit.
