FS 02-64/CPC, Ex. WRITING AND READING SUBCOMMITTEE, AMEND COMPOSITION (Amends FS 00-47; FS 00-21; FS 99-10)

The Faculty Senate recommends amending the composition of the Writing and Reading Subcommittee as follows (Attachment B provides the background):

The Writing and Reading Subcommittee of the Curriculum Policies Committee shall comprise one member from the English department and one member from each college, serving three-year, overlapping terms, and the Coordinator of the Writing Program or designee, the Learning Skills Program Director or designee, a liaison from the Curriculum Policies Committee, and the Director for the Center for Teaching and Learning, Ex Officio.

FS 02-65/CPC, Ex. PROGRAM CHANGE PROPOSALS

The Faculty Senate recommends approval of the following program changes:

1) New Concentration - BA Communication Studies, Public Relations Concentration

Converts the Public Relations area of study in the General Communication Concentration to its own concentration.

2) New Program Fast Track Process - MS Computer Engineering

The proposed program contains a balance of software and hardware courses compared to the MS E&EE Computer Engineering concentration that does not have a software requirement and the MS in Computer Science that does not have an engineering requirement. If approved, this program will be the second within the CSU system.

3) New Certificate Program - Adult Learning Disabilities

Individuals wanting to prepare for Adult Learning Disabilities Program positions have had limited options in the past. The certificate program will focus on preparing professionals who wish to develop and upgrade skills.

Approval of the Minutes of SEPTEMBER 19, 2002.

FIRST READING

FS 02-66/Ex. PROPOSITION 47 (the Kindergarten-University Public Education Facilities Bond Act of 2002), RESOLUTION IN SUPPORT OF

The Faculty Senate recommends passage of the following resolution:

WHEREAS: Approval of Proposition 47 - the Kindergarten-University Public Education Facilities Bond Act of 2002 - will provide $13 billion to relieve overcrowding, provide for safety repairs, and upgrade California's elementary, middle and high schools, community colleges, and universities; and

 

WHEREAS: Approval of Proposition 47 will require that all funds be spent only on construction and improvement of school, college and university facilities and that mandatory oversight processes provide safeguards against waste and mismanagement; and

 

WHEREAS:  Proposition 47 approval is expected to provide $281 million for pending projects in K-12 school districts in Sacramento, Placer, Yolo, and El Dorado counties; and

 

WHEREAS: Proposition 47 approval is expected to provide $43 million for local community colleges; and

 

WHEREAS:  Proposition 47 approval is expected to provide $900,000 for the University of California, Davis; and

 

WHEREAS:  Proposition 47 approval is expected to provide $20.6 million for California State University, Sacramento; and

 

WHEREAS: Proposition 47 approval will make it possible for California State University, Sacramento to upgrade deteriorating infrastructure, including 50 year-old sewer pipes, aged and inefficient heating and air conditioning, wiring and fire alarm systems; and

 

WHEREAS:  Proposition 47 approval will make it possible for California State University, Sacramento to make safety upgrades to research laboratories in the College of Natural Sciences and Mathematics, to provide a new mechanical engineering laboratory, to renovate the graphic design lab, to renovate the Hi Tech Center, to remodel the Maryjane Rees Language, Speech and Hearing Center, and to make classroom improvements; and

 

WHEREAS:  Proposition 47 is supported by a large and diverse coalition, including the California State PTA, California Teachers Association, California Taxpayers' Association, California Chamber of Commerce, League of Women Voters of California, Californians for Higher Education, California Federation of Teachers, California Building Industry Association, California Business Roundtable; therefore be it

 

RESOLVED:  That the Faculty Senate, acting on behalf of the faculty of California Sate University, Sacramento, endorses and recommends support for the passage of Proposition 47 in the November 5, 2002 election; and be it further

 

RESOLVED:  That the Faculty Senate direct its chair to write a letter to the local newspapers expressing support and asking for public support of this proposition.

 

2000 GENERAL EDUCATION PROGRAM REVIEW TEAM - RECOMMENDATION 6

Background:  In December 2001 the GE Program Review Team completed its report and sent fourteen (14) recommendations to the Faculty Senate for consideration and action. Last spring the Senate considered and approved nine (9) of the fourteen (14) recommendations. At that time the Senate established a General Education Impact Study Workgroup and referred the remaining five (5) recommendations them. The membership and structure of this Workgroup was recommended by the GE Review Team. The members are as follows:

The Workgroup's charge was to identify the issues associated with each of these recommendations and to bring the recommendations and their findings to the Senate for consideration and action. The following schedule identifies the meeting dates when each of recommendations will come to the Senate for FIRST and SECOND READINGS.

October 17th: FIRST READING: Recommendations 6. 
October 24th: (no mtg.) 
October 31st: FIRST READING: Recommendations 4, 3, 5 and 13 
November 7th: SECOND READING: Recommendations 6. 
November 14th: (LIVINGSTON LECTURE CONVOCATION, no Senate meeting.) 
November 21st: SECOND READING: Recommendations 4, 3, 5 and 13 
November 28th: Thanksgiving

Recommendation 6 deals with two of our "graduation requirements" and appears on the agenda as two separate motions. The first is associated with the second semester writing requirement and the second with the foreign language requirement.

FS 02-67/Ex.

SECOND-SEMESTER WRITING REQUIREMENT, 2000 GENERAL EDUCATION PROGRAM REVIEW RECOMMENDATIONS 

The Faculty Senate recommends that the current 3-unit second semester writing requirement be absorbed into the General Education Program.

If not approved, no further action is recommended. 
If approved, the following motion is to be considered.

SENATE MOTION: The Faculty Senate recommends that the current 3-unit second semester writing requirement be dropped and the curriculum requirements for the second semester writing requirement be integrated into the critical thinking course curriculum requirements for Area A3 of the General Education Program.

This "combined course" requirement for Area A3 would be met by the following:

  1. Second semester writing courses which integrate critical thinking requirements
  2. Critical thinking courses which integrate second semester writing requirements
  3. New courses which include both second semester writing requirements and critical thinking requirements

If this motion is not approved, a MOTION would be needed to either 1) add the 3-unit second semester writing requirement to Area A2 (Written Communication) of the GE Program or 2) eliminate the second semester writing requirement entirely.

FS 02-68/Ex.

FOREIGN LANGUAGE REQUIREMENT, 2000 GENERAL EDUCATION PROGRAM REVIEW RECOMMENDATIONS 

The Faculty Senate recommends that the foreign language requirement be absorbed into the General Education Program.

If not approved, no further action is recommended. 
If approved, the following motion is to be considered.

SENATE MOTION: The Faculty Senate recommends that the foreign language requirement be added as a new Area C5 (Foreign Language) to the GE Program.

If this motion is not approved, the foreign language requirement would be eliminated and foreign language courses included into Area C as electives. Such courses would be at the intermediate level or above and include a significant cultural component.

NOTE. The GE Review Team was evenly divided on whether to merely add the foreign language requirement to the GE Program OR to add foreign languages courses to the GE Program as electives and eliminate the foreign language requirement. Consequently the Team made no recommendation.

FS 02-69/FPC, Ex. SCHOLARSHIP THEME IN THE STRATEGIC PLAN

The Faculty Senate endorses the Scholarship Theme in the Strategic Plan and recommends that it be forwarded to the Council on University Planning (Attachment E).
