Faculty Senate Agenda

CONDUCTING SENATE BUSINESS

A. Agenda

1.    The Executive Committee is responsible for planning and preparing the agenda for senate meetings.
2.    Agenda items shall be grouped as Action items and Information items.
        a.    Action items are items that require action by the senate.
        b.    Information items are items that are provided to inform senators of activities, programs and 
               issues that have an impact on the campus.
3.    The agenda shall be provided to senators at least 72 hours before a senate meeting, along with 
       supportive materials necessary to inform the senators about agenda items.
4.    The headings on the agenda shall be:

        a.    Memoriam

Time shall be taken at the beginning of each senate meeting to honor members of the campus community that have passed on since the last senate meeting.

        b.    Open Forum

At the beginning of each senate meeting there will be a ten minute period set aside as an open forum.  The open forum is a time when any member of the campus community can address the senate on any issue.

Persons wishing to utilize the open forum are encouraged to notify the senate chair of such intent at least 24 hours prior to the senate meeting, indicating the topic to be addressed.

Presentations at the open forum shall be limited to no more than 3 minutes.

Issues raised during the open forum may be placed on the agenda as first reading items at the time the agenda is approved.

        c.    Consent Calendar

               Items appearing on the Consent Calendar are expected to be routine and noncontroversial.

               The Consent Calendar shall be made up of:

               1)    Consent items that require senate approval.
               2)    Consent Information items that are actions taken by the Executive Committee on behalf
                      of the Faculty Senate.

Any item on the Consent Calendar may be moved to the regular agenda at the request of a senator. If an item is so moved, it shall be placed on the regular agenda as a First Reading item, at the end of the current list of First Reading items.

A motion to approve the Agenda and a second of the motion, followed by an affirmative vote of the majority of the senators present will approve ALL items on the Consent Calendar.

        d.    Regular Agenda

All formal actions taken by the Faculty Senate shall be in the form of Motions.

Motions shall have an assigned identifier that includes 1) a two-digit year indicator, 2) a sequence number that identifies the Motion's chronological order in the list of motions for that year, and 3) an acronym identifying the origin of the motion. For example FS 01-03/CPC would be a motion recommended by the Senate's Curriculum Policies Committee and would be the third motion brought before the Senate in 2001.

Several origins may be used if more than one group provides substantial input in the development of the Motion.

This is followed by a descriptive title for the Motion and a statement of the Motion that clearly identifies its purpose.

         1)    Approval of Minutes

The first order of business under the Regular Agenda is the Approval of the Minutes of previous meetings. Motions to correct and/or amend the minutes are in order. Minutes are approved by a motion to approve, a second and an affirmative vote of a majority of the senators present. If minutes for more than one previous meeting are on the agenda, they can be disposed of with a single vote or, if requested by a senator, each set of minutes may be dealt with individually.

         2)    Second Reading Items

Second Reading items are Motions that have previously been presented to the body as First Reading items and are ready to be disposed. Second Reading items may be amended and are subject to procedural motions.

                There will be no time limit on the disposition of a Second Reading item.

         3)    First Reading Items

A Motion is initially presented to the Faculty Senate as a First Reading item. The presentation shall be for the purpose of informing the body of the intent of the Motion and any needs or issues the Motion is intended to address. The presentation will be the responsibility of the Chair of the originating body or, in the case of a Motion originating from the floor of the Faculty Senate, the maker of the motion and the Senator who seconded the motion.

The presentation shall be limited to 10 minutes. The time limit may be extended by a motion to extend, a second and an affirmative vote of two-thirds of the senators present.

During the First Reading, the Motion is not subject to amending, but procedural motions are in order.

A First Reading item can be promoted to a Second Reading item by a motion to promote to Second Reading, a second, and an affirmative vote of two-thirds of the senators present.  If an item is promoted, all other Second Reading items having been disposed of, it shall be immediately subject to Second Reading actions and disposition.

        e.    Information Items

Information items are intended to keep senators informed about activities, policies, issues and events that impact the campus community.

               1)    Meeting Calendar of the Faculty Senate.

               2)    Web page reminder and URL of the Faculty Senate home page.

               3)    Reports

Reports should inform the Faculty Senate of issues, action or policies that impact campus life.  Reports shall be limited to five (5) minutes, with a five (5) minutes question and answer period immediately following, or by agreement between the speaker and the Chair of the Faculty Senate, a longer time, not to exceed ten (10) minutes. Exception to this time limit may only  include a request from the president and/or the provost to address the Faculty Senate on a matter that requires timely or emergency response either by the senate or the campus.

B.    Conduct of Faculty Senate Meeting

        The order of events in the conduct of a Faculty Senate meeting shall be

  1. Call to Order by the Chair of the Faculty Senate
  2. Roll Call of the Senators or Alternates
  3. Memoriam. Moment of Silence for campus members who have passed on since the last meeting of the Faculty Senate
  4. Open Forum
  5. Call for the Approval of the Agenda for the meeting, with statement of purpose and appropriate actions regarding the Consent Calendar.
  6. Call for approval of the Minutes of previous meeting(s)
  7. Second Reading Items
  8. First Reading Items
  9. Information Items
  10. Call for Adjournment
