*FS 02-45/CPC, Ex. PROGRAM CHANGE PROPOSAL

The Faculty Senate recommends approval of the following program change proposals:

MBA - Taxation Concentration
The Department of Accountancy is requesting permission to change the delivery of the MSBA - Taxation program from a traditional program to one that is completely delivered though distance learning. This will be accomplished through Regional and Continuing Education.

The justification for this request is that for the last several years, enrollments in the Master's programs of the Department have dropped to the point where delivery of the program using traditional scheduling and on-site lecture techniques is not economically feasible. Input from students and constituent groups have indicated that access to on campus programs has been a problem. Utilizing the distance education techniques will provide greater access for working students and those with physical limitations. RCE is equipped to utilize alternative scheduling and delivery techniques.

No new resources are needed to complete this change. Student fees will cover all costs. Faculty will teach as an overload. The admission requirements and program curricula remain unchanged.

Speech Pathology and Audiology
We are proposing a change to our prerequisites and a change to our curriculum as it relates to language development and disorders and practical application of material in our anatomy and physiology of speech course.

  1. Delete the prerequisite of an Intro to Linguistics course and add the prerequisite of an Intro to Psychology course (such as PSYC 001 or 005). Both faculty and students have reported minimal benefit from the linguistics course and significant potential benefits from a general overview of psychology. We are also proposing an increase in language curriculum at the undergraduate level that would increase our ability to cover the systems of language.
  2. Delete SPHP120 from the undergraduate program. The material in the course is redundant to students in the major since they cover the material in later courses in the major. We are considering the feasibility of offering this course as a non-requisite course in our program to serve primarily as a recruitment course.
  3. Change SPHP 125 to a three-unit course with a new title: Language Disorders across the lifespan. Add SPHP 112 Introduction to the Evaluation of Language Development. This change reflects a return to a previous curriculum before these two courses (SPHP112 and 125) were consolidated into one 4-unit course. Faculty, students and members of our community advisory board support this change to include a stronger background in language development and disorders. This also reflects a response to a recommendation from a credentialing accreditation review in 1999 that stated that there was limited course content in the language area of autism and pervasive developmental delay. Also related to this change is an expansion of a graduate level course (SPHP 223) with more time available for further practical applications of material as requested by a recent program review.
  4. Add 1 unit SPHP 111L Anatomy and Physiology of Speech Laboratory component. This is a direct response to a program review recommendation "incorporate more application and analytical experiential learning assessments into courses," and "The dept. should review the structure and function of SPHP 111, A & P ….so student receive appropriate …credit and course instructor and lab assistants should implement a coordinated approach to learning experiences."

*FS 02-46/CPC, Ex. PROGRAM REVIEW - DEPARTMENT OF ENVIRONMENTAL STUDIES

The Faculty Senate receives the recommendations (September 19, 2002 Senate Agenda Attachment A) of the Curriculum Policies Committee on the program review of the Department of Environmental Studies and recommends that the Environmental Studies Program be approved for six years or until the next program review.

*FS 02-47/CPC, Ex. PROGRAM REVIEW - DEPARTMENT OF GEOLOGY

The Faculty Senate receives the recommendations (September 19, 2002 Senate Agenda Attachment B) of the Curriculum Policies Committee on the program review of the Department of Geology and recommends that the Bachelor of Arts and Bachelor of Science degrees in Geology be approved for six years, or until the next program review, and that the Master of Science degree in Geology be reviewed in 2005.

*FS 02-48/CPC, Ex. PROGRAM REVIEW - DEPARTMENT OF SOCIAL SCIENCE

The Faculty Senate receives the recommendations (September 19, 2002 Senate Agenda Attachment C) of the Curriculum Policies Committee on the program review of the Department of Social Science and recommends that

The Review Team recommends the conditional approval of the Social Science Program for a period of four years. We recommend that no later than October 15, 2004, the Social Science Program Coordinator, working with the Dean of Social Science and Interdisciplinary Studies, present to the Program Review Subcommittee of the Faculty Senate Curriculum Committee a preliminary report. The report should contain the following:

  1. For those recommendations that have been addressed, details of progress, and
  2. For those recommendations that have not been addressed, plans for addressing these recommendations prior to the next program review.

The Subcommittee will determine if satisfactory progress has been made and, if so, recommend approval until the next program review.

The Faculty Senate receives the recommendations (September 19, 2002 Senate Agenda Attachment D) of the Curriculum Policies Committee on the program review of the Division of Social Work and recommends that the Bachelor's and Master's Programs be approved for six years.

The Faculty Senate receives the recommendations (September 19, 2002 Senate Agenda Attachment E) of the Curriculum Policies Committee on the program review of the Department of English and recommends that the Department's current academic degree and credential programs be approved for six years or until the next program review.

*FS 02-53/Ex. UNIVERSITY ARTP DOCUMENT - PROBATIONARY FACULTY PARTICIPATION IN HIRING

Background:  In Spring 2002, the Faculty Senate amended sections 6.04 and 6.06 of the University ARTP document, allowing probationary faculty to participate in the hiring of probationary faculty if a department so chooses.  Section 12.22.a of the M.O.U. allows campus presidents decide whether to authorize departments to choose to elect probationary faculty without restriction to peer review committees that recommend appointments of probationary faculty.  President Gerth has authorized that election if departments request it.  As described in Professor William Dillon's (Presiding Member, University ARTP Committee) August 1, 2002 memo to the Faculty Senate's Executive Committee, this amendment merely alters the language bearing on probationary participation as embodied in M.O.U. 12.22.a.  

The Faculty Senate recommends amending Sections 6.04 and 6.06 of the University ARTP document as shown in the September 19, 2002 Senate Agenda Attachment G.

*FS 02-54/Ex. UNIVERSITY ARTP DOCUMENT - INCORPORATES CHANGES TO M.O.U. (2001 - 2004 [CFA] Tentative Agreement)

Background:  The new M.O.U. contains language requiring that certain parts of the University ARTP document be amended to reflect the new contract language.  As described in Professor William Dillon's (Presiding Member, University ARTP Committee) August 1, 2002 memo to the Faculty Senate's Executive Committee, this amendment merely incorporates the changes to the M.O.U. into the University ARTP document.

The Faculty Senate recommends amending the University ARTP document as shown in the September 19, 2002 Senate Agenda Attachment H.

The Faculty Senate waives the first reading of FS 02-58, Nomination of Faculty Representatives for the Advisory Committee to the Trustee Committee for the Selection of the President.

FS 02-58/Ex. Nomination of Faculty Representatives For the Advisory Committee to the Trustee Committee for the Selection of the President

Background:  The Board of Trustees Policy for the Selection of Presidents calls for an Advisory Committee to the Trustees Committee for the Selection of the President (ACTCSP).  The ACTCSP "shall consist of the chair of the academic senate of the campus, two faculty representatives elected by the campus faculty, . . ."

Motion:    The Faculty Senate adopts the procedure outlined in the September 19, 2002 Senate Agenda Attachment J for nominating and electing faculty representatives for the Advisory Committee to the Trustees Committee for the Selection of the President.

FS 02-59A/Flr. UNIVERSITY ARTP DOCUMENT - AMEND SECTION 6.06B.1, MOTION TO RECOMMIT

The  Faculty Senate recommends recommitting the matter of amending Section 6.06B.1 of the University ARTP document back to the University ARTP Committee for review and, if appropriate, drafting of appropriate language.
