Background: In March 2003, the Faculty Senate approved FS 03-08, which allowed for the recognition, for RTP purposes, of faculty who develop or apply technology in ways that advance teaching, research and performance. The proposed change was not approved by the President. FS 04-32 represents language proposed by the University ARTP Committee that satisfies the President's concerns. Please see Attachment A for the explanatory memo from the University ARTP Committee Presiding Member, William Dillon for further information.
The Faculty Senate recommends amending Section 5.05F of the University ARTP document as follows:
Evidence of scholarship or creative activity in the development or application of technology or both.
Carried unanimously.

FS 04-18F/GEP/GRC, Ex. | FOREIGN LANGUAGE GRADUATION REQUIREMENT, ADVANCED TESTING OPTION |
Background: In addition to testing at the intermediate level, current foreign language graduation requirement policy permits students to meet the requirement by passing an advanced-level test in reading. While it is not unreasonable to expect a higher standard of performance from students who intend to meet the requirement with a single examination, the foreign language learning goals do not emphasize reading over other language skills. Additionally, American Sign Language was not among the choices when the graduation requirement was originally conceived and no testing option for ASL was included in the implementation of the original policy.
The Faculty Senate recommends the following amendment:
If the CSUS foreign language graduation requirement has not been met prior to CSUS enrollment, students may satisfy the requirement by passing an advanced-level test in one of the following skills: reading, writing, speaking or listening; or the ASL equivalent.
Currently, the option available to students requires passing the test only in reading.
Discussion continued on the following floor amendment which was introduced at the Faculty Senate meeting of April 22, 2004:
If the CSUS foreign language graduation requirement has not been met prior to CSUS enrollment, students may satisfy the requirement by passing an advanced-level test in one of the following pairs of skills: reading and writing, listening and speaking, reading and speaking or listening and writing, or the ASL equivalent.
The following substitute motion was introduced by the maker of the above amendment:
Delete the option allowing for an advanced-level test in one of the following pairs of skills: reading and writing, listening and speaking, reading and speaking or listening and writing; or the ASL equivalent.
Defeated.
The following amendment to the amendment was introduced:
If the CSUS foreign language graduation requirement has not been met prior to CSUS enrollment, students may satisfy the requirement by passing an INTERMEDIATE-LEVEL TEST in one of the following pairs of skills: reading and writing, listening and speaking, reading and speaking or listening and writing; or the ASL equivalent.
A friendly amendment changed the wording to the following:
If the CSUS foreign language graduation requirement has not been met prior to CSUS enrollment, students may satisfy the requirement by passing a TEST at a LEVEL CONSISTENT WITH ONE SEMESTER BEYOND THE FOREIGN LANGUAGE GRADUATION REQUIREMENT in one of the following pairs of skills: reading and writing, listening and speaking, reading and speaking or listening and writing; or the ASL equivalent.
Carried.
The Faculty Senate then proceeded to a vote on FS 04-18F, as amended above.
Defeated.
The following motion was introduced on the floor:
The Faculty Senate recommends that the General Education/Graduation Requirement Policies Committee conduct a study on the resources needed to fund the testing options for satisfying the Foreign Language graduation requirement.
Defeated.
