FS 06-105/Flr. APPROVAL OF THE MINUTES OF APRIL 20, 2006

FS 06-90/GEP/GRPC COMPREHENSIVE WRITING PROPOSAL

The Faculty Senate recommends adoption of the comprehensive writing proposal as outlined in Attachment A (updated since March 30, 2006).

FS 06-92/Ex. CONSULTATION, STATEMENT ON

The Faculty Senate recommends adoption of the Statement on Consultation as described in Attachment C of the March 30, 2006 Faculty Senate agenda.

FS 06-102/Flr. SUPPORT FOR QUALITY GRADUATE EDUCATION, RESOLUTION ON
WHEREAS: The faculty at California State University, Sacramento offer strong graduate programs in a rich variety of disciplines and applied fields which require more support and resources at the institutional, organizational, and fiscal levels; and
 
WHEREAS: Graduate Education at our sister CSU campuses is recognized as a distinct, high priority academic program in the campus Senates, which include Graduate Councils or Graduate Committees, and in the administrative infrastructure, which include a position as Graduate Dean; and
 
WHEREAS: Many department chairs and graduate coordinators on our campus recently signed a letter to the President and Provost expressing concern about lack of support for the Office of Graduate Studies, and advocating creation of the position of Dean for Graduate Studies;
 
WHEREAS: The Governor’s office has initiated discussions with the CSU concerning a long advocated graduate funding differential which could create new opportunities for fiscal support of graduate education; now therefore be it,
 
RESOLVED: That the Faculty Senate recommends that the Provost expand the role and responsibilities of the Associate Dean for Graduate Studies to the level of Graduate Dean along with the requisite resources to the Graduate Studies Office; and, be it further,
 
RESOLVED: That the Faculty Senate endorses the designation of a distinct body within the Senate to focus on curricular, resource, policy and workload issues related to graduate education and asks the Executive Committee to develop a formal amendment of the Senate’s By Laws creating such a standing committee for debate and action by the Senate; and, be it further,
 
RESOLVED: That one of the first tasks of that body should include the further examination of issues considered by the Ad Hoc Committee on the Independent Doctorate including (among other issues) graduate workload and indicators and standards of graduate program quality and sustainability; and

That the new unit within the Senate shall be charged with examining the resource opportunities presented by the graduate funding differential and develop recommended guidelines for the allocation of those additional resources.
 


On the subject of Periodic Evaluation of Tenured Faculty Unit Employees, Section 15.29 of the Collective Bargaining Unit says:

"Periodic Evaluation of Tenured Faculty Unit Employees

15.29

For the purpose of maintaining and improving a tenured faculty unit employee's effectiveness, tenured faculty unit employees shall be subject to periodic performance evaluations at intervals of no greater than five (5) years. Such periodic evaluations shall be conducted by a peer review committee of the department or equivalent unit, and the appropriate administrator. For those with teaching responsibilities, consideration shall include student evaluations of teaching performance."

FS 06-106/Ex. UARTP POLICY, AMEND SECTION 9.06 (PERIODIC EVALUATION OF TENURED FACULTY)

The Faculty Senate recommends amending Section 9.06 of the University ARTP Policy as follows:

9.06 Periodic Evaluation of Tenured Faculty

. . .

1. Purpose of Evaluation: To assist tenured faculty members to maintain or improve their teaching effectiveness. If a faculty member's primary assignment is other than teaching, the department's or equivalent unit's evaluation of that faculty member shall operate to assist the improvement or performance in that area.

FS 06-106A/Ex. UARTP POLICY, AMEND SECTION 9.06.4.e (PERIODIC EVALUATION OF TENURED FACULTY)

The Faculty Senate requests that the University ARTP Committee prepare language referencing the addition of material, at the discretion of the faculty member, relating to "evidence of service to the community or to the institution" in the periodic evaluation of tenured faculty (see Section 9.06.4.e of the University ARTP Policiy).

FS 06-107/Ex. UARTP POLICY - PERIODIC EVALUATION OF TENURED FACULTY

The Faculty Senate recommends that the faculty of California State University, Sacramento, using their own governance processes, be permitted to amend their departmental RTP policies to extend the periodic evaluation of tenured faculty to categories beyond teaching effectiveness.

FS 06-107A/Ex. UARTP POLICY - PERIODIC EVALUATION OF TENURED FACULTY - "GRANDFATHER CLAUSE"

If FS 06-107 is approved, the Faculty Senate recommends that there be provisions within department ARTP policies for a "grandfather clause" which exempts "senior" faculty from these provisions.
