TEXTBOOKS AND OTHER COURSE MATERIALS, POLICY ON

The Faculty Senate of the California State University, Sacramento recommends adoption of the following in response to the passage of the 2007 College Textbooks Transparency Act (California Education Code Section 66406.7):

          I. General Principles

The high cost of textbooks and related course materials is an increasing source of concern in higher education in general, and at the California State University, Sacramento in particular. The selection of textbooks and course materials must be done in a way that balances the need for high-quality teaching materials with affordability. To this end, all faculty are urged to:

·       Consider the cost of textbooks and course materials in their selection process.

·       Take into account the degree to which new editions of texts differ from previous editions and make this information available to students.  [Note Publishers will be required to include this information in all new editions starting in 2010.]

·       Work with publishers and the Hornet Bookstore to develop course packs or bundles that provide the required course materials at a cost savings to students.

·       Consider the use of alternative electronic formats in lieu of textbooks.

·       Notify the Hornet Bookstore of textbook adoptions with sufficient lead time to allow them to confirm their availability and obtain the lowest cost (used) editions available.

II. Responsibilities of the Faculty in the Selection of Course Materials

The following provisions of the College Textbooks Transparency Act (California Education Code Section 66406.7) adopted by the State of California in 2007 govern faculty review and adoption of course materials:

1.     Faculty shall not demand or receive anything of value, including the donation of equipment or goods, any payment, loan, advance, or deposit of money, present or promised, for adopting any materials required for coursework or instruction.

2.     Faculty or other university employees may receive any of the following when not contingent upon adopting course materials:

·       Complimentary copies, review course materials, or instructor copies.

·       Royalties or other compensation from sales of course materials that include the instructor’s writing or other work.

·       Honoraria for peer review of course materials.

·       Training in the use of course materials and course technologies, including reimbursement for travel and lodging.

The above are subject to the terms of existing university policies or collective bargaining agreements.

3.     Faculty members are prohibited from selling instructor copies or complimentary teacher editions.

      III. Notification

Academic Affairs will send notification to the faculty annually, informing them of this policy and the relevant laws pertinent to the selection of course materials.
