The Student Transfer Achievement Reform Act (SB1440)

The Student Transfer Achievement Reform Act (SB 1440) establishes an Associate of Arts for Transfer (AA-T) or Associate of Science for Transfer (AS-T) degree for California Community College students and is designed to provide a clear pathway to the CSU degree major. It allows students to complete an Associate’s degree while satisfying lower division general education and major requirements for transfer at the same time.

What is required for admission consideration if I am pursuing an Associate Degree for Transfer (ADT)?

  • You must be pursuing an approved Associate Degree for Transfer (ADT) program at a California Community College. 

  • You must apply to the corresponding major at Sacramento State

  • Your Cal State Apply application must be submitted by the application deadline: 
    • Fall admission: November 30
    • Spring admission: August 31

  • You must self-report the Associate Degree for Transfer on your application. If you did not report the ADT on your application, you must submit an ADT Application Correction Form.

  • Your Community College must certify you are on-track to complete the Associate Degree for Transfer (ADT) prior to the term you are applying to enter Sacramento State. You may submit a copy of your verification form or have your community college submit electronic confirmation via eVerify indicating the degree is "in-progress".

    • Fall admission: The Associate Degree for Transfer must be completed no later than the prior Summer term. Verification the degree is "completed" or "in-progress" must be received by March 15.
      • Please note: The Summer term may be used to complete additional requirements needed to finish your ADT degree; however, the admission requirements must be completed no later than the prior Spring term.

    • Spring admission: The Associate Degree for Transfer must be completed no later than the prior Fall term. Verification the degree is "completed" or "in-progress" must be received by October 31
      • Please note: The Fall term may be used to complete additional requirements needed to finish your ADT degree; however, the admission requirements must be completed no later than the prior Summer term.

How do I obtain verification the Associate Degree for Transfer (ADT) is "in-progress" or "completed"?

  • Transfer Degree In-Progress: If you are pursuing the Associate Degree for Transfer (ADT), verification must be provided from your community college confirming your ADT degree is in-progress. The preferred method of verification is electronic confirmation via eVerify.

    • eVerify: if you self-reported an ADT on your application, your community college may electronically confirm your "in-progress" degree status to Sacramento State via the Associate Degree for Transfer (ADT) eVerify website. Please consult with your community college campus regarding the submission of all required documents by the published deadline.

    • Verification Form: If your community college campus is unable to electronically confirm your "in-progress" degree status via eVerify, you may submit a copy of the SB 1440 "Verification of Intent to Earn an Associate Degree for Transfer" form to the Admissions & Outreach office. This form must be completed and signed by the campus official at your community college. The completed verification form may be submitted via one of the following methods:

  • Transfer Degree Completed: If you have already earned your degree, please submit an official transcript with the statement of the degree posted to the Admissions & Outreach office.

How will the Associate Degree for Transfer (ADT) be used in determining my admission eligibility?


  • You must meet the entering GPA for the term. Sacramento State is impacted at the non-local level as well as select majors. Under current CSU guidelines, your cumulative GPA will be increased by 0.1 and this "calculated GPA" will be applied to the impacted major specific minimum GPA and to any GPA used in the ranking of applicants.

  • You must be in good standing at the last college or university attended (eligible to re-enroll).

  • You must have earned 60 or more transferable semester units (90 or more quarter units).

  • You must complete by the end of Spring (for Fall admission) or the end of Summer (for Spring admission), with a grade of C- or higher:
    • A1 - Oral Communication
    • A2 - Written Communication
    • A3 - Critical Thinking
    • B4 - Quantitative Reasoning (Mathematics above Intermediate Algebra)

How will the Associate Degree for Transfer (ADT) be used in determining my graduation requirements?

If you have completed an approved Associate Degree for Transfer (ADT) program deemed “similar” or "compatible" to your major at Sacramento State, you are eligible to graduate in 60 units. The exact pathway to complete the specific major will depend on the specific ADT curriculum. The 60 unit graduation option will not be possible if you change majors or elect to add any additional degree objective, such as a second major or minor. It is highly recommended you consult your Department Advisor or visit the Academic Advising Office prior to initiating any changes to your academic plan.

What if I change my major after I applied for admission or while I am a student attending Sacramento State?

If you change your major to a major not related to your Associate Degree for Transfer, you may be required to complete more than 60 units in order to graduate. In addition, you may have to complete additional lower-division coursework for the new major. It is highly recommended you make an appointment with your Department Advisor and the Academic Advising Office prior to initiating any changes to your academic plan. 

What are the different ADT statuses?

  • Self-Reported; Verification Needed: You self-reported on your Cal State Apply application you are in the process of earning your degree or you have completed it. Please provide verification from your community college confirming your ADT degree is "in-progress" or "completed."
  • Transfer Degree In-Progress: "In-progress" verification of your Associate Degree for Transfer (ADT) was received by Sacramento State from your community college. Once your transfer degree (ADT) is awarded, you must send an updated official transcript with your degree posted.
  • Transfer Degree Completed/Awarded: An official transcript with your Associate Degree for Transfer (ADT) awarded has been received.
  • Transfer Degree Verification Not Received: "In-progress" verification of your Associate Degree for Transfer (ADT) was NOT received from your community college by the stated deadline, or you notified Sacramento State that you are NOT earning the Associate Degree for Transfer.

ADT Correction Request

Did you forget to declare your Associate Degree for Transfer (ADT) on your application for admission? Do you need to make changes to your ADT degree information?

Submit a completed ADT Correction Request Form online. You will need your SacLink username and password to log-in and access the form.
