Carolyn Lott

Carolyn Lott is currently facilitating development of the Integrated Regional Water Management Plan for the Northeastern San Joaquin County Groundwater Banking Authority as well as other Banking Authority's efforts for San Joaquin County. In the past, she facilitated the first phase of the water management planning process for the county. Additionally, she was both project manager and facilitator for the Smart Growth Local Elected Officials Roundtables, a joint project of the Governor's Office of Planning and Research, the California State Association of Counties, the Local Government Commission, and the League of California Cities.

Ms. Lott also worked as the Senior Programs Manager for the Great Valley Center, located in Modesto. GVC is a non-profit regional intermediary dedicated to supporting the economic, social and environmental well-being of the 19 counties of the Great Central Valley.

Prior to joining the Center for Collaborative Policy as a special consultant, Ms. (Ratto) Lott was a council member for the City of Turlock for over 10 years. During this time, she was involved in numerous policy development activities through both the League of California Cities (LCC) and the National League of Cities. She played a leadership role as President of the LCC, Board of Directors member for both organizations, and chair of numerous committees and special projects. She has also chaired the California Cities, Counties, and Schools State Partnership, been a member of the Local Governance in the 21st Century state commission, an instructor for CSU Stanislaus Leadership Certificate program, and is currently an Advisory Board Member for CSU Stanislaus. Ms. Lott has been given numerous awards including being named Woman of the Year by Stanislaus County Minority Network, Citizen of the Year by Turlock Chamber of Commerce, and received both the Paul Harris Rotary Award and the Soroptomist Lifetime Honorary Membership. She received both her Bachelor's Degree and Elementary Teaching Credential from Holy Names University.
