Eileen Baumgardner is a Independent Contractor for the Center working with clients on emergency preparedness issues. She retired in October 2007 after 30 years with the State of California, the majority of which was with the Office of Emergency Services (OES). She most recently served as Chief of the OES Recovery Branch and, in this capacity, served as Deputy State Coordinating Officer for six Presidential Disaster declarations in California. Prior to serving as Recovery Branch Chief, Eileen was the Director of the California Specialized Training Institute, OES’ training branch, which provides emergency management, officer safety, and hazardous materials training for local, state and other emergency personnel. She also served for eight years as the Manager of the Health Care Planning Branch in the California Department of Corrections. In retirement, Eileen continues to serve as a peer assessor, assessment team leader, and Technical Committee member for the Emergency Management Accreditation Program. She is also serving on a US Department of Homeland Security work group updating emergency management comprehensive preparedness guides and working with the Fritz Institute on a disaster resilience standard for community based organizations. She holds a B.A. in Urban Studies from UC Riverside and a Masters in City and Regional Planning from UC Berkeley.
Eileen assisted the Center on the Alert and Warning System Project with OES and with the annual Public Safety Radio Strategic Planning Committee Annual Report for 2008. She has worked with the California Emergency Council Biennial Report template project and with California Volunteeers/Fritz Institute Community Based Organizations Disaster Resilience project.
