Lawrence Norton

Mr. Norton has been a full-time mediator since 1980. Primary areas of specialization include complex public policy negotiations involving up to thirty-two stakeholder groups. Outcomes have included multi-county joint powers agreements, memoranda of understanding, internal policy reviews and inter-agency agreements in areas such as water resources, utility rates, regulation of agricultural products and social services. Mr. Norton also has extensive experience in mediation involving educational issues and disability rights. He serves as a mediator for the California Department of Education, the Department of Developmental Services, the Department of Rehabilitation and is currently facilitating the Department of Water Resources' Integrated Storage Investigation Program - addressing groundwater management in central Sacramento County. He has also functioned as a Referee and as a Court-appointed Neutral for the United States District Court and as a Special Master for the Superior Court of the State of California in educationally related matters.
