Sarah Rubin

Sarah Rubin has thirteen years of experience in dispute resolution, mediation, facilitation, strategic planning and training. She has worked with government agencies and community based organizations on issues such as emergency response and planning, public safety communications, air quality, public health, water resources, and citizen/ government disputes.

Currently she facilitates the City of Fresno’s Utilities Advisory Committee, the Statewide Emergency Management Interoperability Collaborative, and is the project manager for the Bay Area Urban Area Security Initiative (UASI) Volunteer Management Plan.

Her previous work for the Center includes the California Water Plan Update. In 2004, she worked internationally. In Panama, she developed a public participation plan for a historic preservation project: http://www.csus.edu/ccp/newsletter/2005/Summer/index.stm#toolkit

Before relocating to Northern California in 2000, Ms. Rubin was the Project Director of the Crown Heights Community Mediation Center in Brooklyn, NY. Ms. Rubin has her M.A. in Conflict Analysis and Resolution from George Mason University in Fairfax, Virginia. While at George Mason she worked at the Key Bridge Foundation as a case manager for the Americans with Disabilities Act Mediation Program, sponsored by the U.S. Department of Justice.

Prior to her graduate school work, Ms. Rubin was Executive Co-Director of the Sacramento Mediation Center. She especially enjoys elicitive, or group-driven, processes as participants typically find them more empowering, with more creative and durable results than prescriptive approaches.
