Opportunity to Comment on
National Parks Service Policy for Civic Engagement and Public
Involvement. The National Parks Service has opened
a public comment period on a new Director's Order to institute
a consistent policy and approach for civic engagement and
public involvement opportunities. The public comment period
ends on September 15, 2003. More information about this opportunity

Opportunity to Help EPA Build a Public Involvement
Resources and Training Database. The Environmental
Protection Agency is developing PIRT -- its new Public Involvement
Resources and Training database for release on the Internet.
In July, the database went live for employees to test on EPA's
Intranet. Members of the public can participate in testing/critiquing
the new database and suggesting items to add to it before
PIRT moves to a fully public site later this year. More information

New EPA Grants Program. "Environmental
Justice Collaboration Problem Solving Grant Program."
Grant applications are due September 30, 2003 and will be
awarded by January 2004. The grants program provides financial
assistance to community-based organizations that wish to engage
in capacity-building initiatives, and also utilize constructive
engagement and collaborative problem- solving to seek viable
solutions for their community's environmental and/or public
health issues. There will be 15 grants of $100,000 to be used
over a three-year period. Universities are not eligible to

EGOV Conference. (September 1-5, Prague,
Czech Republic.) “From E-Government to E-Governance.” http://falcon.ifs.uni-linz.ac.at/news/cfp_egovernment2003.html The EGOV Conference intends to assess the state of the art
in E-Government and to provide guidance for research &
development in this fast-moving field. Among this year’s
topics are: E-Democracy strategies, citizen participation
in local public affairs; E-Governance tools for policymaking
in governments and in policy networks; and Frameworks and
guidelines for E-Government and E-Governance.
Workshop: Facilitating
the Whole System in the Room. (September 2-4,

Public Policy Institute Workshop. (September

South Carolina. Provided by the National Issues Forum. Public
Policy Institutes provide workshops where citizens come together
to learn more about convening and moderating National Issues
Forums. PPI participants will observe and participate in community
forums and study circles; become acquainted with available
NIF materials; understand the connection of what people value
to choices about issues, and appreciate the importance of
deliberation in identifying the public's perspective. The
Workshop also includes practice in moderating forums and study
circles, and discussion of how to organize NIF programs in

Stakeholder Engagement and Dialogue Executive Development
Program. (September 15-17, Calgary, Canada.) Offered by Simon Fraser University's Centre for Innovation
in Management. www.cim.sfu.ca/sed Designed for teams as well as individual participants, this
three-day course is for up to 25 senior decision-makers and/or
those with considerable experience in stakeholder engagement
from business, government and civic society organizations.
It includes a stakeholder dialogue simulation and builds skills
and knowledge needed to: clearly link stakeholder engagement
to business success and sustainability; identify and map your
organization’s stakeholder networks; design and facilitate
productive stakeholder dialogue; develop a stakeholder strategy
to build internal commitment and capacity; and measure the
quality of stakeholder relationships.

Workshops and Certificate Program in Public Participation. (October 20-24, Saratoga Springs, NY.) Offered by
the Perspectives Group, Douglas Sarno trainer. The three workshops
in this series are aimed at beginning to intermediate level
professionals who wish to master the basics of how to design
and deliver a public participation program. The three workshops,

and Quality in the Government of the 21st Century.”
Offered by UNPAN (United Nations Online Network in Public
Administration and Finance.) This is an annual high-level
event being organized on this occasion by the Mexican Government
in collaboration with the United Nations. The Forum is held
in the framework of the National Week of Innovation and Quality
in Public Administration. The Forum’s objective is to
underscore themes of importance to democratic practices. This
