English Learner Authorization
Sacramento State College of Education offers Commission on Teacher Credentialing (CTC) approved professional education programs leading to an SB 2042 Multiple Subject Credential, Single Subject Credential, or Education Specialist Credential. All program options embed the English Language Authorization (ELA) requirement through which candidates gain the foundational knowledge and skills needed to teach students from diverse linguistic backgrounds.
Crosscultural Language and Academic Development (CLAD) certificates authorize instruction to English Learners (EL). CLAD authorization may be earned through completing course work in a CTC approved CTEL program or passing CTEL Subtests 1, 2 and 3. Also a CLAD authorization may be earned by completion of course work in a CTC approved CTEL program combined with passing scores on CTEL Subtests on equivalency as determined by a CTC approved CTEL program.
This route is available for experienced California trained teachers who do not holdCLAD or ELA certification and also for out-of-state prepared teachers and out-of-country prepared teachers.
In addition to the preliminary multiple subject and single subject credential programs, qualified candidates may take courses during the credential program that lead to their preliminary credential with a Bilingual Authorization (formerly a BCLAD Emphasis). The Bilingual Authorization option prepares the candidate to teach limited English proficient students from diverse cultural and linguistic backgrounds in bilingual instructional settings in their target language. Credential students fluent in Spanish and Hmong may earn a Bilingual Authorization through the Bilingual Multicultural Education Department's (BMED) Multiple or Single Subject credential programs. Additional coursework, language proficiency, and modified fieldwork experiences are required. To obtain the Bilingual Authorization, candidates must complete all requirements and apply for the authorization at the same time they apply for their initial Multiple or Single Subject credential.
