Phil Garcia, Vice President for Public Affairs and Advocacy
Phil Garcia has been with Sacramento State since 2004, establishing the Office of Governmental and Civic Affairs and serving
as Executive Director. Before his arrival at Sacramento State, he previously served in California state government as
Communications Director for the Office of Lieutenant Governor and as Deputy Executive Director of the State Board of Education.
Prior to his work in state government, he spent nearly two decades in daily journalism, working for The Arizona Daily Star,
The San Diego Union, United Press International (Washington, DC bureau), and The Sacramento Bee, where he served for 10 years
as a reporter and editor. He holds a Bachelor of Science degree in journalism from the University of Kansas, and is a former
Congressional Fellow of the American Political Science Association. |

Nichole Muñoz-Murillo, Director of State and Federal Relations
Nichole Muñoz-Murillo joined the Office of Governmental and Civic Affairs as Associate Director in September of 2006. Prior to
coming to Sacramento State, Nichole worked for the State Senate advising Senator Martha M. Escutia on K-12 and higher education
issues. Nichole has also worked for the California School Boards Association as a legislative analyst and the Institute for
Poverty Research as a research assistant. Nichole holds a Bachelor of Science in Education and Social Policy degree from
Northwestern University and a Master of Public Policy degree from the University of Southern California. |

Bernadette Halbrook, Acting Director of Civic Affairs
Bernadette Halbrook, Ph.D., has been a professional educator for more than 35 years and has held the rank of Full Professor at two universities. Since coming to Sacramento State in 1996 she has served as an academic Department Chair and as an Associate Dean of two colleges on campus. Her work focuses on the promotion of regional, national, and international partnerships for metropolitan universities, where she promotes strategic collaboration between institutions of higher education and external constituencies. Dr. Halbrook earned her Bachelor of Arts degree at Emory University in Atlanta, and her Ph.D. at the University of Colorado, Boulder. |
