What is the Chancellor's Doctoral Incentive Program (CDIP)?
The CDIIP was established in 1987 to increase the number of promising doctoral students who are interested in applying and competing for CSU instructional faculty positions. The program provides student loans to a limited number of individuals pursuing full-time doctoral degrees at accredited universities throughout the United States. After participants receive their doctoral degrees and obtain a qualifying instructional position in the CSU, a portion of their loan from this program will be forgiven every year.
Fact: As of June 2011 the program has loaned $40 million to 1,872 doctoral students enrolled in universities throughout the nation. 1,054 of these participants have successfully earned doctoral degrees. Among participants who have earned their doctoral degrees, 600 (57%) have subsequently obtained employment in CSU instructional faculty positions.
The CSU Forgivable Loan Program provides financial assistance to graduate students and is designed to increase the pool of individuals with the qualifications, motivation, and skills to teach the diverse student body in the California State University . It is a competitive program directed by the California State University but open to doctoral students at accredited universities across the country.
Purpose of the CIP
The CSU Forgivable Loan Program offers loans and faculty sponsorship to full-time students pursuing doctoral degrees who are interested in a teaching career at a CSU campus. Specifically, the program provides the following benefits:
- Up to $10,000 per year up with a maximum amount of $30,000 over the duration of the doctoral study.
- Repayable over a 15-year period commencing one year after completion of, withdrawal from, full-time doctoral study.
- Loan forgiveness: 20 percent of the loan is forgiven for each year of full-time postdoctoral teaching at a CSU campus.
- Part-time teaching in the CSU may also be considered for partial loan forgiveness, if the participant teaches at least half-time and has successfully completed the doctorate degree.
Mentorship by a CSU faculty member who will through collaborative teaching, research, and/or service activities
- Support the CDIP Scholar's successful completion of their doctoral studies.
- Enhance the CDIP Scholar's potential for employment in a tenure-track instructional faculty position at a CSU campus.
Outcomes of the CDIP
As of June 2014:
- 2,006 doctoral students enrolled in universities throughout the U.S. received $46 million in loan funding.
- 1,205 CDIP participants have successfully earned doctoral degrees.
- 600 CDIP participants have subsequently obtained employment in CSU instructional faculty positions. (For a list of past CDIP participants on our campus click here)
- New or continuing full-time doctoral students currently enrolled in accredited programs in the U.S.
- Undergraduate and master's level graduate students currently in the process of applying to accredited doctoral programs in the U.S.
- Lecturers who are enrolled full-time in a doctoral program are eligible and encouraged to apply. However, probationary or tenured faculty members in the CSU are not eligible regardless of their status in a doctoral program.
- Participants must be eligible to work in the United States (U.S. citizenship is not required).
CSU Faculty Mentor
- Student applicants must be sponsored by a CSU Faculty Mentor.
- Faculty Mentors must be tenure-track/tenured CSU faculty members.
- Mentors must
- Develop a Collaborative Plan of Support with the applicant at the time of application.
- Implement activities proposed in the Collaborative Plan of Support during the participant's CDIP funding period.

- The application deadline is February 13, 2017.
- Potential as a doctoral student and interest in teaching a diverse student population. Considerations includeThe applicant's academic record, the overall quality of the written application and professional qualifications.
- The quality of the proposed doctoral program. Applicants should choose programs that are rigorous, well-known and respected in the discipline to which they are applying. All programs are not considered equal. It is recommended that applicants consult with faculty in the field of study to determine which programs will best position graduates for future faculty positions. Generally online programs undergo extra scrutiny. If the applicant plans to attend an online program, the applicant should make a strong case for why such a program will best prepare the applicant for a CSU faculty position.
- Many professional doctorates (such as the EdD, DNP, DPT, etc.) typically are designed for developing advanced administrative skills in a profession or are required for entrance into a profession. Applications are no longer accepted for students attending CSU EdD programs. Other EdD programs will potentially be funded if the intent of that program is to prepare students as university faculty members. Students selecting these types of doctoral programs will only be considered if the candidate and mentor make it clear in their Qualifications and Motivations statement and the advisor’s Letter of Recommendation, that their chosen doctoral program(s) will better prepare them for a CSU faculty position. *CSU DNPs will be considered.
- The applicant’s relevant background, experience, skills, and motivation needed to educate the diverse student body in the CSU. These experiences and characteristics may include experience working with persons with a wide range of backgrounds and perspectives, research interests related to educating an increasingly diverse student body, and experience in a variety of cultural environments.
- A Collaborative Plan of Support jointly developed by the CSU tenure-track faculty member(s) and the student that will enhance the student’s academic experience and provide professional mentoring and networking opportunities. The Collaborative Plan of Support may include academic support, joint professional development, networking activities, and other similar activities that support development of skills and knowledge related to the areas of teaching, research and service. The following documents must be submitted to the CDIP Coordinator, Carlotta Moore, if you are applying at this campus and your faculty mentor here.
- Completed application form (must be typed)
- A current curriculum vitae (4 page limit)
- A Statement of Qualifications and Motivation (3 page limit)
- A Collaborative Plan of Support, co-constructed by CSU faculty mentor and applicant
- Three professional letters of recommendation. One of the three letters must be from your CSU faculty mentor. If you are currently enrolled in a doctoral program, one of the other letters must be from a faculty mentor at that institution.
- A recent CSU faculty position announcement in your general field that has been recently posted at a CSU campus
- January 31, 2016 - Applications are submitted to Campus Coordinator
- Early February - Applications are reviewed by the Diversity Awards Committee and applications to be forwarded to the Chancellor's Office are selected
- February 15 - 24, 2016 - Application revision time for selected applicants (if needed)
- March 3, 2016 - Applications are forwarded to the CDIP office at the Chancellor's Office in order to meet March 13 deadline
- Early April - Applications are reviewed by the CDIP Review Committee and new CDIP Scholars are selected
- Early May - Award notices are sent to new CDIP Scholars
- September - Loan disbursement begins (starting dates may vary among Scholars)
Other Provisions of the Program
Receipt of the CDIP loan and completion of the doctorate neither guarantee employment as a faculty member at a CSU campus nor obligate the recipient to accept such employment, if applied for and offered.
Individual CSU academic departments may have faculty recruitment and appointment requirements in addition to an earned doctorate (e.g., possession of a teaching credential; a Ph.D. instead of an Ed.D.; a doctorate in a specific subdiscipline; etc.) It is your responsibility to be aware of such requirements.
Funds for the CDIP are contingent on the Calfornia State University Board of Trustees' approval each year of the the Lottery Revenue Budget that funds the program.
