Open Enrollment

The official annual open enrollment period for CalPERS health, CSU dental, CSU vision, Dependent Care Reimbursement Account (DCRA), Health Care Reimbursement Account (HCRA), FlexCash, Tax Advantage Premium Plan (TAPP), and CSU Voluntary Benefits plans is from September 16, 2013, through October 11, 2013. The Effective date for all Open Enrollment transactions is January 1, 2014.

Open Enrollment is the time of year to take a close look at your CSU Benefits to make sure your enrollments still meet your current needs.  You will want to carefully review the Open Enrollment communications available to you, including the benefit statements and the open enrollment newsletter mailed to your home address in August. See the Open Enrollment Brochure and Important Information links below for additional information.

To initiate an Open Enrollment transaction, download and complete the Open Enrollment Worksheet and/or DCRA/HCRA Enrollment form, and submit to the Benefits Office in Del Norte Hall 3004.  **Open Enrollment transaction requests must be submitted to the Office of Human Resources - Benefits by October 11, 2013 at 4pm**



New hires, employees who are newly eligible for benefits and enrolled employees who did not receive a 2013 Open Enrollment Benefit Packet may pick one up at the Benefits Fair.

Retired Sacramento State employees' (including faculty participating in FERP) open enrollment changes are processed by CalPERS, not the campus Benefits Office. For questions/information contact 1-888-225-7377.

2013 Flexible Spending Account Enrollees (DCRA & HCRA) must re-enroll in order to continue contributions for the 2014 calendar year.


August 19 & 26

Open Enrollment packets were mailed to enrolled subscribers.  The Open Enrollment packet includes:

  1. Open Enrollment News - Provides information about this year's Open Enrollment period, as well as highlights of the 2014 health benefit design changes.
  2. CalPERS 2014 Health Plan Summary - lists the health plans available by county, and provides health plan telephone numbers and website addresses.
  3. Health Plan Statement - Identifies the health plan in which the subscriber and the subscriber's family members are enrolled as of July 01, 2013.
  4. 2014 Rate Chart - Informs of health benefit plans and rates available based on zip code eligibility. (Note: Must review CSU 2013-14 Rate Chart to determine employee contribution).
  5. Postcard - Allows subscribers to order the 2014 health Benefit Summary, Health Program Guide, and the CalPERS Medicare Enrollment Guide.

Early September

Video: Presenting the 2014 CalPERS Health Plans available on CalPERS On-Line. Go to and select "View Videos & Web Events" under the "Online Services" section. Next, select "Videos", then "Health Benefits" to find Presenting the 2014 CalPERS Health Plans

  • Presenting the 2014 CalPERS Health Plans provides employees, retirees, and their dependents information from expert representatives of each of the CalPERS health plans.
  • The video offers downloadable materials regarding the 2014 health plans, providing participants with convenient 24/7 access from home or office.

September 16th

Open Enrollment Begins. Complete Open Enrollment Worksheets and submit to the Benefits Office.  (Please do not mail worksheets to the Benefits Office).

September 26th

The Benefits Faire will be held in the University Union – Redwood Room from 10:00 a.m. – 2:00 p.m. (CalPERS Health Plans will be available from 10:00 a.m. until 12:00 p.m.)  Several benefit program plan representatives will be available to answer your questions and provide information regarding their Plan. 

October 11th

Open Enrollment Deadline. Last day to submit open enrollment changes; no later than 4:00 p.m. on October 11, 2013.

December 31st

Paycheck reflects 2014 premium rate changes

Effective date of open enrollment transactions.
