Open Enrollment

The official annual open enrollment period for CalPERS health, CSU dental, CSU vision, Dependent Care Reimbursement Account (DCRA), Health Care Reimbursement Account (HCRA), FlexCash, Tax Advantage Premium Plan (TAPP), and CSU Voluntary Benefits plans is from September 14, 2015, through October 9, 2015. The Effective date for all Open Enrollment transactions is January 1, 2016.

Open enrollment is the time of year to take a close look at your CSU Benefits to make sure your enrollments still meet your current needs.  You will want to carefully review the Open Enrollment communications available to you, including the benefit statements and the open enrollment newsletter mailed to your home address in August. See the Open Enrollment Brochure and Important Information links below for additional information.

To initiate an Open Enrollment transaction, download and complete the Open Enrollment Worksheet and/or DCRA/HCRA Enrollment form, and submit to the Benefits Office during the open enrollment period.  The Benefits Office is located in Del Norte Hall 3004.  Public service hours are Monday through Friday, 9:00 a.m. to 4:00 p.m.  If your work schedule does not allow for you to submit enrollment forms during public service hours, please contact the Benefits Office at 916-278-6009 to make alternate arrangements.  **Open enrollment transaction requests must be submitted to the Benefits Office by October 9, 2015 at 4pm**



New hires, employees who are newly eligible for benefits and enrolled employees who did not receive a 2015 Open Enrollment Benefit Packet may pick one up at the Benefits Fair.

Retired Sacramento State employees' (including faculty participating in FERP) open enrollment changes are processed by CalPERS, not the campus Benefits Office. For questions/information contact 1-888-225-7377.

2015 Flexible Spending Account Enrollees (DCRA & HCRA) must re-enroll in order to continue contributions for the 2016 calendar year.


Beginning August 17

Open enrollment packets mailed to enrolled subscribers.  The Open Enrollment packet includes:

  1. Open Enrollment News - Provides information about this year's Open Enrollment period, as well as highlights of the 2015 health benefit design changes.
  2. Health Plan Statement - Identifies the health plan in which the subscriber and the subscriber's family members are enrolled as of July 01, 2015.
  3. 2016 Rate Chart - Informs of health benefit plans and rates available based on zip code eligibility. (Note: Must review CSU 2016 Rate Chart to determine employee/employer contribution).
  4. Postcard - Allows subscribers to order the 2016 health Benefit Summary, Health Program Guide, and the CalPERS Medicare Enrollment Guide.

Beginning Early August

Videos available on the CalPERS website: go to and select Members, and then scroll down and select View CalPERS Network Videos. Next, enter “Health Care Decision Videos,” in the search box and hit enter.  Videos are also available on the CalPERS Open Enrollment website. 

September 14th

Open enrollment Begins. Complete Open Enrollment Worksheets and submit to the Benefits Office.  (Please do not mail worksheets to the Benefits Office).

September 22nd

The Benefits Fair will be held in the University Ballroom III from 11:00 a.m. – 1:00 p.m.  Several benefit program plan representatives will be available to answer your questions and provide information regarding their Plan.  

October 9th

Open enrollment Deadline. Last day to submit open enrollment changes; no later than 4:00 p.m. on October 9, 2015.

December 31st

Paycheck reflects 2016 premium rate changes

January 01, 2016
