MINIMUM/ENTRY QUALIFICATIONS: General knowledge of the principles, practices and trends of the Student Services field as well as general knowledge of the policies, procedures and practices of the program area to which assigned. Thorough knowledge of the principles of individual and group behavior; general knowledge of individual counseling techniques; general knowledge, or the ability to rapidly acquire such knowledge, of the organizational procedures and activities of the specific campus to which the position is assigned; working knowledge of student services programs outside the program to which immediately assigned. Ability to analyze complex situations accurately and adopt effective courses of action; ability to advise students individually and in groups on complex student-related matters; ability to determine appropriate courses of action and proper techniques to utilize while engaged with individuals in personal interactions of an argumentative or sensitive nature; ability to interpret and evaluate descriptions and explanations of problems brought forward by individuals or student organizations, analyze and define the problem, draw valid conclusions and project consequences of various alternative courses of action; ability to carry out a variety of professionally complex assignments without detailed instructions; and ability to establish and maintain cooperative working relationships with a variety of individuals. Possession of these knowledges and abilities is typically demonstrated though the equivalent of three years of progressively responsible professional student services work experience. One year in the program area to which assigned may be preferred but is not required. A Master’s degree in Counseling, Clinical Psychology, Social Work, or a directly related field may be substituted for one year of experience. A doctorate degree and the appropriate internship or clinical training in counseling or guidance may be substituted for the three years of experience for positions with a major responsibility for professional career or personal counseling. Equivalent to graduation from a four-year college or university in a related field; including or supplemented by upper division or graduate course work in counseling techniques interviewing and conflict resolution where such are job related.
SPECIAL SKILLS AND ABILITIES: Equivalent to Bachelor of Arts or Bachelor of Science degree from a four year college or university; Master’s degree in Special Education, Educational Psychology, Higher Education, Clinical Psychology, Counseling, Rehabilitation, Social Work, or similar preferred; upper division or graduate level coursework in counseling and conflict resolution techniques are necessary, if not completed as par of the Master’s degree; demonstrated sensitivity to and understanding of diverse socioeconomic, cultural, disability, and ethnic backgrounds of postsecondary students; demonstrated strengths in time management, organizational skills, and case management; ability to administer and interpret cognitive and achievement test batteries and reports related to learning disability assessment and to determine eligibility for LD certification; ability to develop compensatory strategies and identify effective and appropriate instructional techniques, accommodations and auxiliary services; excellent written and oral communication skills; computer proficiency with email, document production, spreadsheets, maintaining records for own caseload; equivalent to graduation from a four-year college or university required; master’s degree preferred; knowledge of ADA, 504 Rehabilitation Act, and knowledge of Federal Office of Civil Rights decisions and application to postsecondary education; working experience counseling, advising and assessing adults with learning disabilities, including those with psychological or other dual diagnoses (preferred); demonstrated ability to interpret cognitive and achievement tests results and determine eligibility, including community college eligibility model and CSU eligibility guidelines (preferred); direct experience with instructional techniques and compensatory strategies for specific deficits related to learning disabilities (preferred).
GENERAL SUMMARY OF DUTIES/RESPONSIBILITIES: Under the direct supervision of the Co-Director of Services to Students with Disabilities, the Learning Disability Specialist: interprets LD diagnostic assessment scores and reports; administers supplemental assessments as needed; writes education plans based on functional limitations and determines academic accommodations and auxiliary services; provides instruction in compensatory strategies and learning issues; serves as a resource for faculty and staff; and refers students to appropriate technological resources and services from other departments on campus. The Specialist is responsible for all aspects of case management for approximately 150-200 students with learning disabilities, attention deficit disorders, acquired brain injuries, psychiatric disabilities, and other neurological disabilities with cognitive and behavioral impairments.
ESSENTIAL FUNCTIONS:
Diagnostic Assessment, interpretation, and
determinations
•
Analyze
and interpret diagnostic psychoeducational assessment
results and reports to determine eligibility for services and verification of
learning disabilities.
•
Select
and administer either initial or supplemental assessment instruments to further
substantiate and identify the presence of specific learning disabilities and
deficit areas affect the educational process.
•
Understand
and interpret differential diagnoses.
•
Interpret
test results and advise the student.
Educational advisement/instruction and disability
counseling
•
Apply
knowledge of the Americans with Disabilities Act (
•
Counsel
students regarding disability issues and acceptance of disability, advocacy
skills.
•
Provide
advocacy and conflict resolution.
•
Obtain
relevant information from other sources.
•
Develop
and implement Student Advisement (education) plans.
•
Authorize
and coordinate support services.
•
Monitor,
intervene, and modify accommodations as necessary; counsel and advise at-risk
students.
•
Liaison
to various offices on campus.
•
Evaluate
student progress.
•
Screen
and authorize for priority registration, as appropriate.
•
Consult,
as requested, with the Writing Proficiency program and faculty regarding
coursework essays, portfolios, and exam essays written by students with
learning disabilities.
Case Management
•
Maintain
a confidential file on each student containing a summary of assessment data and
delineating specific learning strengths and areas of need, as well as student’s
academic issues in learning situations and other appropriate case notes.
•
Complete
and maintain disability certifications and service procedures documentations as
required.
•
Maintain
and update confidential files.
•
Record
daily service provisions for each student.
