Eligibility
The California State University (CSU) Presidents or their designees have been delegated authority to waive and reduce fees for enrollment.
Executives(M98), MPP(M80), Confidential(C99), Units 1, 2, 3, 4, 5, 6, 7, 8, 9, and 10: Eligible members may transfer their fee waiver benefit entitlement to a spouse, registered domestic partner (a domestic partner certificate established with the Secretary of State must be on file with a copy filed with the Fee Waiver Program) or *dependent child. (Exception - Unit 8, No domestic partner eligibility)Faculty: Eligible members of Unit 3 include all tenured and probationary faculty employees and temporary faculty employees who have taught at least six (6) years (180 units) in any one (1) department (check with the MOU for your unit, equivalent service years may change) may transfer their fee waiver benefit entitlement to a spouse, domestic partner or *dependent child.
Employees in positions funded from sources other than CSUS, graduate assistants, student assistants and part-time temporary employees are not eligible to participate in this entitlement.
The Human Resources Office must determine your eligibility. If you would like to participate in the Transfer of Benefit - Fee Waiver program, you will have to fill out the Certificate of Eligibility and if you are eligible a fee waiver Transfer of Benefit form will be mailed to you. You will be notified of your eligibility within 72 hours.
*A "dependent child" is defined as (1) your child or stepchild under age 23 who has never been married, (2) a child living with you in a parent-child relationship who is economically dependent upon you, under age 23 and has never been married, or (3) your child or stepchild age 23 or above who is incapable of self-support due to a disability which existed prior to age 23. For employees represented by CSUEU (Units 2, 5, 7, 9) dependents may participate in this program up to age 25.
Deadlines
Late Fee Waivers forms for the Fall 2008 semester will be accepted and processed June 9 - 30, 2008.
Fall 2008: April 11, 2008
Summer 2008: May 1, 2008
Spring 2009: November 14, 2008
Program Guidelines
The dependent must apply and be admitted to a California State University.
The dependent must be working toward a degree or teaching credential and the courses enrolled in, on a fee waiver basis, must be for credit toward completion of that degree or teaching credential.
Members of the above units may transfer his/her fee waiver entitlement to one (1) person (either a spouse, domestic partner OR a dependent child), regardless of whether that individual uses the full entitlement of two (2) courses or six (6) units.
If both parents are members of these bargaining units, each may have a fee waiver benefit, which can be transferred to their child. One child may be the recipient of both benefits making him/her eligible to enroll in up to four (4) courses, or twelve (12) units. However, each parent may give his/her benefit to a different child, with each child being entitled to no more than two (2) courses or six (6) units of fee waiver eligibility.

Dependents who do not meet established in-state residency requirements must pay non-resident tuition.
Fees cannot be waived for courses taken through Extended University Programs and Services.
*A dependent taking CSU courses in addition to fee waiver must pay the difference between the part-time and full-time State University Fee.

Call and make an appointment to meet with an Admissions counselor. For Undergraduate Admissions call (916) 278-3901; for Graduate Admissions (916) 278-6470, for referral to the appropriate academic department.
The eligible member obtains and completes a Transfer of Benefit Fee Waiver Form (Sacramento Hall, Room 173). The dependent must select a major and be sure to sign and date all documentation. (DO NOT REMOVE ANY COPIES OF THE FORM.)
Dependent receives invitation to register, registers and pays reduced fees according to normal campus procedures.
Dependent enrolled at other CSU Campus: Eligible members of Excutives, MPP, Confidential, Units 1, 2, 3, 4, 5, 6, 7, 8, 9, and 10 need to obtain and complete a Transfer of Benefit Fee Waiver Form (Sacramento Hall, Room 173) and submit it to the CSU - Sacramento Fee Waiver Coordinator.
The Fee Waiver Coordinator verifies member's eligibility and forwards documentation to the campus of enrollment.
Dependent pays reduced fees and registers in accordance with procedures and deadlines for the CSU campus of enrollment.
