Mr. Offenstein researches policy-relevant issues in higher education in accord with the Institute's agenda. Prior to his work at the Institute, Mr. Offenstein was a research fellow at the City University of New York where he conducted an analysis of a program that gives out-of-school youth a chance to study full-time with the intent of re-entering high school or entering college by qualifying for admission through earning a General Equivalency Diploma (GED). Mr. Offenstein has also conducted research to aid decision makers at other organizations including Kaiser Permanente and Pepsi. Mr. Offenstein holds a Bachelor’s degree from the University of California, Santa Barbara in Psychology and Cultural Anthropology and a Master’s degree in Psychology from Claremont Graduate University. He is currently working on completing his Doctorate at the City University of New York, The Graduate Center and Baruch College, in Psychology.
