According to the text, which, if any, of the different policy areas handled by the state government of California appear to be in good shape?  If not, why not? (For example, would some of the policy areas be better dealt with at the national level?  Are there commons (aka "devil in devolution") problems?  If important state policy issues are not handled successfully at the state level, how might this affect the balance of state and national power?  Explain.
