Shannon A. Williams, Ph.D.

Dr. Shannon Williams comes to ISR from the Sacramento-based research and evaluation firm, LPC Consulting Associates where she has served as the Research Director for the last four years. While at LPC, Shannon’s projects included working with First 5 Sacramento, local agencies, and community-based organizations through the Black Child Legacy Campaign, to evaluate and measure their efforts to reduce preventable deaths among African American children. Previous to LPC, Shannon was a Research Associate with JBS International, Inc., and was involved in numerous projects focusing on international development, education, and labor force development. In sum, Dr. Williams has almost 20 years of experience conducting complex applied research and program evaluations, with the majority of these projects focusing on diverse cultural and socioeconomic groups, and hard-to-reach populations. Dr. Williams earned her doctorate in Sociology at University of California, Santa Cruz specializing in civil society organizations, sociology of knowledge, and the use of applied research in policy and governance.
