California State University, Sacramento. Department of Public Policy and Administration/International Affairs invites applications for a tenure-track assistant professor position to begin Fall semester 1999. Applicants must have Ph.D. (preferred by August 22, 1999, required in hand by January 2, 2000) in economics, international affairs, political science, public administration, public affairs, public policy or equivalent doctorate with training in public policy analysis, comparative public policy, and research methods and data analysis. Demonstrated interest and training in Asian/Pacific Rim policy issues, programs or area studies is highly desirable. Duties: teaching applied research methods and statistics courses, courses in comparative or international public policy, and electives in area of specialization; developing curriculum; advising – including thesis direction and advising; Department, College and University committee work, and community service; and participation in scholarly and professional activities. Assigned duties will also include assisting in coordination of the Graduate Program in International Affairs, and may include limited participation in an off-campus downtown Sacramento Public Policy and Administration (PPA) cohort degree program. Must be able to address the needs of an ethnically diverse student population through course materials, teaching strategies, and advisement. PROGRAM MANAGER

Program: HIV Health Services Planning Council

Description:
This is an exempt position which provides administrative and management support to the Sacramento Region HIV Health Services Planning council in fulfilling its purpose to: establish priorities; develop a plan for meeting those priorities; and engage in specified evaluation of fund allocation and delivery systems for HIV services.

Duties and responsibilities include but are not limited to:

• Serves as executive staff to the HIV Health Services Planning Council (HSPC) managing and overseeing the operation of the Council and its committees.
• Assures that appropriate records are maintained and required reports, activities and plans are prepared or implemented in a timely manner.
• Assists the HSPC in developing and implementing council and committee work plans.
• Assists the HSPC in developing a comporehensive community service needs assessment and comprehensive service plan.
• Understands the HSPC bylaws, related policies and procedures, and legislative mandates and assists HSPC in compliance with these governing policies.
• Reserches and analyzes data, reports and policies and fomulates recommendations for HSPC consideration.
• Coordinates and implements a member nomications process to elicit broad community representation on the HSPC.
• Prepares a variety of written mantereials including correspondence, policy, reports, narrative and statistical reports.
• Prepares annual budget for HSPC considerationa and approval.
• Communicates and works with fiscal Agent, Sacramento County Health and Human Department and other appropriate agencies to carry out HSPC work.
• Supervies the HSPC staff and consultants.

Qualifications:
Candidates must possess a BA/BS degree in a related field and at least four years of related progressively responsible work experience, three of which should include experience in program development, community organizations, budget review, staff supervision, policy development, data collection and analysis.

Candidates must have knowledge of: group process techniques; organization and structure of the human service system; planning and research techniques; HIV/AIDS issues; and staff supervision techniques. Candidates must be able to: use correct English, both oral and written; relate to and work in a goal-directed fashion with people, individually and in a group setting; facilitate group projects; research and prepare reports and studies; work with a diverse membership; and assume full responsibility for administation of the HIV Health Services Planning Council purpose, goals and objectives.

Salary and Benefits:
The salary is $41,983 annually for a full-time position. Benefits, in addition, include: health care coverage, retirement savings program, vacatin and sick leave, and parking space or public transportatioin pass.
