Elizabeth Moulds is the current Executive Director of the Western Political Science Association. She retired in August 2003 as Vice President and Chief of Staff at California State University, Sacramento. Her thirty-seven year career at the University has spanned a wide array of teaching and administrative responsibilities. For twenty years, Moulds taught in the Department of Government. From 1976 to 1982 she was the Director of the Sacramento Semester Program, a California wide internship program. In 1984 she became co-founder of California State University, Sacramento's Center for California Studies. She served as Chair of the Department of Government from 1982 to 1985. In 1985 Moulds joined the University's central administration as interim Academic Vice President, and from 1986 to 1988 she served as Dean of Faculty and Staff Affairs. Since 1988, Moulds has served in the Office of the President - first as Dean and Executive Assistant to the President and later as Vice President and Chief of Staff.
Moulds earned her bachelor's degree from Sacramento State College. She earned her master's degree from the University of California, Berkeley as a Woodrow Wilson Fellow, and her doctorate from the University of Southern California. Her area of specialization has been American politics and policy. Moulds' current research interests concern issues of public policy emerging from the federal and state courts and judicial behavior.
Moulds is past president of the Northern
California Political Science Association and current Executive Director of the
Western Political Science Association, a position she has held since 1986. She
serves on the boards of the Western Political Science Association; the California
State University, Sacramento Foundation; the Center for California Studies;
Capital Public Radio; and the Sacramento Region Sports Education Foundation.
She has served as a member of the National Executive Committee of LINKS, an
organization supporting linkages between public universities and state capitols,
and as a member of the Sacramento Chamber of Commerce's Regional Arts Strategic
Plan Task Force. Moulds chaired the group responsible for the recent renovation
of California State University, Sacramento's historic property, the Julia Morgan
House and Gardens. In the recent past, she has served on the boards of the Sacramento
Regional Sports Education Foundation; Sacramento Business Volunteers for the
Arts; the Sacramento Capitol Club; the Sacramento History Museum and the Sacramento
Pioneers.
