EMPLOYMENT
Senate Local Government Committee. January 1982 to January 1995; April 1998 and current. Staff Director of the policy committee responsible for the bills affecting cities, counties, special districts, redevelopment agencies. The Committee also has jurisdiction over land use planning and development issues, as well as housing policies and programs.
Topics include infrastructure finance, property tax allocation, benefit assessments, tax increment finance, growth management, antiquated subdivisions, agricultural lands, intergovernmental relations, state mandates, LAFCOs, and local boundaries. Special projects included: the Long-Term Local Financing Act of 1984, the Bergeson Fire Protection District Law of 1987, and the annual Omnibus and Validating Acts.
Assignments include analyzing bills and advising state legislators on land use and housing issues; researching, drafting, and managing bills for the Committee's Chairman; presenting legislative policy and representing the Committee to interest groups, conferences, the press, and the public; planning and leading staff operations; developing and managing a vigorous publications program and information service.
