U.S. Senator Barbara Boxer has an immediate opening for a Field Representative in her Sacramento Regional Field Office. Primary responsibilities include representing Senator Boxer at community events and advising senior staff and the Senator about local concerns and priorities. Field Representatives meet frequently with constituents and local government representatives, monitor issues and community projects, and help design and organize events for Senator Boxer when she travels in the Sacramento region.

The successful applicant must have a positive attitude and the ability to work in a fast-paced and challenging environment. Strong written and verbal communications skills are essential. Experience working with an elected official or community-based organization is strongly preferred. Knowledge of the federal government is a plus.

This is a full-time position at a salary of $40,000 per year, plus excellent federal benefits.

Summary
The National Council of La Raza (NCLR) exists to improve opportunities for Hispanics in the US A nonprofit, tax-exempt organization incorporated in 1968, NCLR serves as an advocate for Hispanic Americans and as a national umbrella group for 240 "affiliates" - community-based organizations which serve Hispanics in 38 states, the District of Columbia, and Puerto Rico.

NCLR's Policy Analysis Center, which is part of the Office of Research, Advocacy and Legislation, serves as a "think tank" on public policy issues, generating information for public and private sector decision makers, the Hispanic community, the media and the general public. Current policy analysis priorities include civil rights, education, housing and community development, immigration, poverty and trade. In 2001, NCLR launched its California Field Advocacy Project, with the goal of influencing state-level public policies affecting Latinos in the areas of health, education, and immigrant affairs. NCLR's nonpartisan legislative advocacy in the state is conducted principally by the California Policy Analyst, in collaboration with NCLR Policy Analysis Center staff in Washington, DC, the NCLR Los Angeles office, and the NCLR California Affiliate Network.

Description
The California Policy Analyst is responsible for day-to-day decision-making and management of NCLR activity in California state policies, with a particular emphasis on health, education, and immigrant policy. The California Policy Analyst is responsible for monitoring the California legislature and the implementation of various state policies by State Agencies, researching and preparing fact-based policy analyses, fact sheets and related materials, and developing and implementing successful legislative and media strategies.

The California Policy Analyst may also assist in supervising and training other personnel, including, Interns, Consultants and an Administrative Assistant. In addition, the California Policy Analyst may be responsible for project planning, and preparation of internal and external reports, as appropriate.

Duties and Responsibilities
The California Policy Analyst will report to a policy team, which will include the Director of State-Local Public Policy, the Vice President of Policy, the Deputy Vice President of Research, and the ORAL Senior Vice President, as dictated by specific assignments. The analyst is also expected to work closely with other staff from the Policy Analysis Center and other NCLR components. Specific duties include:

  • Conduct in-depth research on, and analyses of, policy options for improving the responsiveness of public policies to the needs and interests of Hispanic Americans in health, education, and immigrant issues, and prepare policy papers and other documents on such issues.
  • Conduct short and medium-range analyses on issues for the development of position statements and public information materials, including journal articles and opinion editorials.
  • Assist in monitoring state legislature and state agency activity on issues related to the Hispanic community by, among other activities, attending hearings, preparing and delivering testimony, commenting on regulations, and carrying out legislative advocacy.
  • Continue to develop and cultivate relationships with existing state coalitions and advocacy organizations working on similar public policy.
  • Inform California Affiliate Network on issues of relevance and importance to the Latino community in the state, by organizing and coordinating issue briefings for Network quarterly meetings.
  • Disseminate policy analysis reports to state networks of individuals and organizations interested in Hispanic issues, brief policymakers and the press.
  • Assist in the development and preparation of advocacy handbooks and manuals for both Hispanic and non-Hispanic audiences.
  • Assist in developing and conducting staff development and training seminars for community-based organizations, advocates and other target audiences.
  • Prepare written internal and external reports.
  • Assist in preparing proposals for and meeting with existing and prospective funding sources.
  • Carry out other duties as assigned.
Qualifications
  • Advanced degree in relevant field preferred; research, policy analysis or political science coursework strongly desired.
  • Knowledge of, and experience with, issue areas and/or the policy-making process at the state or federal level strongly preferred.
  • Strong research and analytical skills required.
  • Excellent writing and oral communication skills required.
  • Capability to work effectively in deadline situations and to work as part of a team required.
  • High degree of initiative and ability to work with minimal supervision required.
  • Proficient use of Microsoft Office software package, e-mail, and Internet required.
  • Some experience in management, proposal writing and fund-raising, or public relations preferred.
  • Bilingual (English/Spanish) ability strongly preferred.
