PROJECT DIRECTOR
Founded in 2000, the California Works Foundation is dedicated to promoting equitable economic development in the State of California. The Foundation’s programs aim to maximize the capacity of labor and community organizations to advance policies and practices that support quality job creation, ensure community health, promote shared prosperity, and increase social justice for low-income and working families.

Project Position. A full-time Project Director is sought to manage a new initiative -- Union Strategies for Improving Health Care Quality. The project will
involve:

  • Working with affiliated unions of the California Labor Federation to develop a health care quality agenda and a set of quality of care indicators for unions to use in collective bargaining and health care purchasing strategies.
  • Engaging broad union leadership in discussing what types of quality measurements resonate with California Labor Federation affiliates.
  • Coordinating dissemination of best available report card information to California Labor Federation affiliates for collective bargaining and informed consumer decision-making.
  • Linking with other statewide efforts to improve health care quality and work toward expanding health care access for all California residents.

Project Significance: As the health care industry continues to be increasingly concentrated and driven by cost management and profit-making concerns -- and with managed care serving as the dominant vehicle for the delivery of health care -- there are a number of issues that organized labor is uniquely positioned to address. They include: incentives for under-treatment; provider conflict of interests; reduced choice and barriers to care, laying off of skilled health care workers; contracting out of work; understaffing; increase in health care workers’ responsibility with no increase in training and wages. This is an opportunity to address these issues, working in a dynamic environment with organized labor and key constituencies committed to health care quality and access.

This one-year project will lay the groundwork for a longer term health care initiative we hope to undertake. This future effort will focus on building organized labor’s capacity to effectively use its role as an advocate, purchaser, and representative of health care workers to improve access to quality health care for all California residents.

Vietnam) American community development experience. SNAP provides institutional strengthening, coalition-building, research and information dissemination services to strengthen refugee individuals, families, and communities.

SEARAC was founded in 1979 to facilitate the resettlement of Southeast Asian refugees into the US and the development of nonprofit organizations led by and for Southeast Asians. SEARAC is a national organization working to advance the interests of Cambodian, Laotian, and Vietnamese Americans through leadership development, capacity building, and community empowerment.

The Coordinator will assist the SNAP Project Manager to coordinate training and technical assistance (T & TA) to and track and maintain communication with eleven (11) multiethnic refugee-led mutual assistance associations (MAAs) throughout the nation. Responsibilities will also include collecting and
disseminating “promising practice” models to partner organizations, working with SEARAC staff to build the long-term stability of SNAP, and performing
administrative and other duties as requested by the Project Manager.

Required qualifications:

  • Experience working with refugees and/or low-income communities, and in coalition with other organizations.
  • Demonstrated ability to track project activities.
  • Experience with Internet-based research.
  • Knowledge of communities with ancestry in Cambodia, Laos, and/or Vietnam.
  • Undergraduate degree.
  • Working knowledge of MS Word and WordPerfect.
  • Eagerness to work in a challenging environment with opportunities for building new skills.

Desired qualifications:

  • Work in mutual assistance associations (MAAs) or other community-based organizations.
  • Fluency in a Southeast Asian or other language spoken by a refugee group in the United States.

Serves as Chair of the Hudson River PCBs Superfund Site Reassessment Steering Committee, which serves to address and elevate issues and concerns raised by interested groups. Develops and implements community relations plans for the Hudson River PCB site, including the release of technical documents, proposed decision documents and any other releases of new information. Establishes and maintains effective working relationships with state and local agencies; community organizations, citizens and other interested groups; and representatives of print and broadcast media, to disseminate information about the region's Superfund program. Uses a variety of techniques such as new releases, fact sheets, public service announcements, speeches, public meetings, to achieve communication goals. Works with the EPA Project Manager to identify the need for contractor assistance in community relations activities and directs and evaluates the work of these contractors. Performs other duties as assigned.
QUALIFICATIONS REQUIREMENTS: All applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is in or related to the development and coordination of public outreach activities, preferably dealing with environmental management programs. The specialized experience must have included the development of public information in various formats (i.e., press releases, fact sheets, public meetings, personal contact) to a wide variety of audiences such as the public, elected officials, community organizations and print and broadcast media.
