Associate Director of Government Affairs
(Job # 759) 03/29/01
Position Summary: The Associate Director of Government Affairs is a governmental
advocate for The Trust For Public Land in California. The Associate Director
will work out of the Western Region's Sacramento Field Office. Under the
direction of the Director of Government Relations, the Associate Director
will represent TPL before the California Legislature and state and local
agencies, will establish and maintain relationships with state legislators
and agency officials, testify before legislative hearings, assist with
ballot measure campaigns, and otherwise assist in implementing the Western
Region's Governmental Relations Program. In addition, the Associate Director
will help coordinate activities with other TPL staff and assist in developing
political and grassroots support for TPL.
Essential Functions: Advocate for public funding of land conservation
and urban forestry projects including, but not limited to, specific TPL
land acquisition projects. Advocate for legislation authorizing funding
and programs for land conservation and urban forestry programs and other
relevant legislation. Assist with state and local ballot measure campaigns
that promote land conservation and urban forestry projects. Assist Director
of Government Affairs in setting TPL's legislative priorities. Track and
analyze legislation affecting TPL and other issues of organizational concern.
Work with TPL staff to develop and execute strategies to assist TPL land
conservation projects and urban forestry programs. Help coordinate activities
with TPL staff in the San Francisco and Los Angeles offices. Work with
TPL staff and other organizations to build grassroots support for legislative
efforts. Work with Director of Government Affairs to develop and maintain
positive working relationships with state legislators and state and local
agency officials.
Other Responsibilities: Other duties as assigned by supervisor.
Qualifications: Bachelor's degree or equivalent required. Minimum 6 or
more years of legislative or governmental advocacy experience. Thorough
working understanding of state legislation and budget process. Excellent
oral and written communications skills required. Demonstrated ability
to establish excellent working relationships with legislative and state
agency officials and other outside contacts. Familiarity with land conservation
issues required. Knowledge of real estate transactions desirable. Experience
in constituent group organizing helpful. Excellent organizational and
leadership skills. Available for travel.

Job Description
- Maintain library and general files
- Board of Director's meeting minutes and board books
- Copying, faxing, e-mailing, word processing, assist on mailings
- Assist in compiling and presenting statistical information on forest
inventories, government programs, and private industry forest management
programs, CDF harvest statistics, fire information and economic data
on forestry, housing, jobs, lumber, etc
- Provide composition and technical editing for manuscripts, policy
analysis, research and reports, including updates to the Answer Book
- Compile and provide information from a variety of sources (files,
library, electronic) for policy analysis and general technical reports
- Responsible for coordinating activities of CFA Political Action Committee
(PAC)
- Responsible for LegWeb bill tracking, including providing daily reports
to VP of Legislative Affairs
- Coordination of Capitol Advantage/CalCom website, including writing
letters and background on policy and legislative issues to be posted
- Write and send state legislative bill position letters
- Attend various regulatory and advisory committee meetings that does
not need presence of VP of Environmental and Legal Affairs
- Assist in developing CFA policy or position papers (rule packages)
- Cover telephone for receptionist every other week
- Clerical backup to receptionist during her absence
