BASIC FUNCTION:
Performs a variety of clerical and secretarial functions for a Member's
Capitol office, subcommittee, or select committee. Incumbents of this

ESSENTIAL DUTIES:
* Serves as a personal secretary to a Member or key staff person.

* Assists in the resolution of constituent problems and concerns.

* Reviews various publications and reports for information that is
important to the Member.
* Complies with Assembly policies and rules as outlined in the

Job Description:
Director of Government Affairs
Primary Scope of Activity: Coordinates and executes the government affairs
program within the scope of association policy objectives. Makes recommendations
on issues of concern that affect the industry to the members and the
public.
LOCAL GOVERNMENT AFFAIRS
Coordinates the association's governmental affairs committee, subcommittees,
and task forces. This includes developing agendas, support materials,
minutes, correspondence, and providing general support. Identifies issues
pertinent to the building industry at the earliest point of development
to ensure proper industry input. Review and respond to city/county/agency
on Government Affairs issues of mutual concern. Reviews, researches,
and prepares analysis on legislative and regulatory issues affecting
the industry. Review city/county/agency agendas. Track issues in the
local news resources. Prepares legislative priorities, summarizing all
issues brought before committees and/or requiring staff administration.
These reports will be provided for the board of directors and committee
review at regularly scheduled meetings. Implements the legislative priorities
of the HBA in accordance with the strategic plan, and the governmental
affairs committees' direction Presents all formal communications, gives
testimony, and as appropriate, serves as an association spokesperson
regarding legislative and regulatory action. Serve as primary contact
with allied associations/organizations on governmental affairs issues
of mutual concern.
REGIONAL/STATE/FEDERAL
Assesses regional, state, and federal issues affecting the HBA of the
Central Coast in San Luis Obispo and Santa Barbara County
Implements Legislative Letter Writing Efforts with CBIA/NAHB
Track key legislation
Schedules meetings between members and key public officials
POLITICAL ACTION
Develops and coordinates the association's political action efforts.
Maintain Election Matrix/Database
Gather candidate/election information and file PAC requests
Coordinate the distribution of PAC contributions
COMMUNICATION
Produces a written weekly status report on all relevant issues for distribution
to membership
Contributes feature articles to the association's newsletter
Supports the association's public affairs efforts, writing sample letters
to the editor and contributing to other media campaign efforts.
Performs other duties as needed
