Abbreviated Job Description
The California State Legislative Director leads and directs the environmental
advocacy programs of Sierra Club California. These programs include
all state legislation and selected state regulatory agencies that carry
out environmental laws. The California State Legislator also helps to
develop and implement all programs, policies, and initiatives for Sierra
Club California. Performs long-range planning, makes appropriate recommendations
to the Executive Committee regarding short and long term priorities
and strategies to develop and strengthen the effectiveness of Sierra
Club California. Evaluates and prepares recommendations for the Executive
Committee and Conservation Committee on conservation initiatives, goals
and objectives. Develops and recommends fund raising and development
strategies to meet financial and program goals. Manages all Sierra Club
California staff and operations including fund raising, volunteer recruitment
and development, budgeting and reporting, lobbying and legislative programs,
member services and media relations. Develops working relationships
with external organizations, officials, and the media.
Job Activities (Partial List)
1. Works with the Chair, Executive Committee, Conservation Committee,
Legislative Committee and Political Committee to develop Sierra Club
California's short and long term strategic, programmatic and financial
goals and objectives.
2. Designs and implements effective legislative programs and initiatives
that reflect Sierra Club California goals and priorities.
3. Identifies area or policies where the Executive Committee needs to
implement changes or take official action. Recommends alternative policies
or guidelines for the review of the Executive Committee.
4. Advocates Sierra Club California policies and goals to California
state legislators, legislative staff, selected state agencies, general
public media, Sierra Club members and representatives of other environmental
groups through formal and informal statements, participation in meetings
and hearings and presentation of written material.
5. Advises the Political Committee and the Legislative Committee about
Sierra Club action with respect to candidates for state Legislature
and state constitutional offices and state ballot measures.
6. Analyzes proposed legislation and makes recommendations to the Legislative
Committee about Sierra Club positions on specific legislative issues,
considering Sierra Club policies and goals in the context of political
realities in the Legislature.
7. Monitors prospective legislative and administrative activities before
they become general public knowledge and develops plans to take advantage
of opportunities and defeat anti-environmental proposals.
8. Leads and directs environmental advocacy staff, as well as special
representatives engaged to represent Sierra Club California on specific
issues. Recruits, hires and manages paid staff to carry out the objectives
of Sierra Club California. Writes and conducts performance appraisals
and takes personnel actions as appropriate. Insures Sierra Club California
compliance with Sierra Club's employment policies and practices. Supervises
staff and outside contractors in preparing and filing FPPC reports of
lobbying and electoral activities.

Knowledge and Skills
B.A./B.S. degree in Environmental Studies, Political Science or a closely
related field. Three to five years' experience that includes substantial
experience planning and managing grassroots conservation campaigns,
lobbying, media relations and working with political leaders. Substantial
experience in the strategic planning and direction of campaigns and
programs. Expert knowledge within the environmental field, which includes
in-depth knowledge and background in specific issue areas of the environmental
field applicable to California. Excellent demonstrated written and oral
communication skills. Demonstrated public speaking and media presentation
ability. Prior experience in fund raising that includes donor relations
and grant-funded project development and oversight. Substantial experience,
demonstrated skill and ability in local and regional media relations.
Includes effective television and radio presence, knowledge of media
technologies including video, radio and print production processes.
Expert lobbying ability. Substantial experience and demonstrated ability
and effectiveness working with volunteers.
