Peter Detwiler, PPA lecturer, spent March talking to people about public policy and decision making: On March 14, he spoke to the Northern California Chapter of the Municipal Assistants Association about 'Legislative Threats to Home Rule.' Detwiler gave the dinner talk on 'Politics, Power, and Policy' to the Municipal Finance Officers of California training session organized by USC on March 16. On March 21, Detwiler was part of a panel on 'LAFCOs and Special District Reorganizations' at the spring conference of the Association of California Water Agencies. On March 22, 'Libraries in Transition' was the topic of his talk to the 5th Annual Conference of the Public Library Directors Association meeting in Santa Barbara. March 23 found him at UC Berkeley's Goldman School of Public Policy, talking to graduate students about the organization and financing of local governments. Finally, on March 27, he met with Professor Cristy Jensen's graduate students and commented on the research papers they're writing for her course. Detwiler commented, "At each event, I found a way to mention my teaching at CSUS and draw upon what I've learned from my own students. But having talked so much in March, I think I'll spend April listening." Nancy Shulock, PPA professor, had an article published in the current issue of "Metropolitan Universities" journal. The article, co-authored with the director of institutional research and planning at Portland State University, is called "Assessing the Metropolitan University Mission." It compares the CSUS and PSU approaches to accounting for the University's contributions to the surrounding community and explains how differences in institutional cultures shape the different approaches. Ted Lascher, PPA professor, and PPA graduate student Dawn Bateman discussed the upcoming California state budget at a roundtable panel for the Western Political Science Association's Annual Meeting. The conference took place in San Jose on March 24-26, 2000. We welcome your contributions to the Communicator!
