FACULTY 

Rob Wassmer, Public Policy and Administration, received a large grant from the Lincoln Institute of Land Policy in Cambridge, MA to study the "The Nexus Between Local Fiscal Choices Between Urban Sprawl in California and the United States." To pursue this project, he also received funding from the Center for California Studies Faculty Research Fellows Program for employment at the California Senate Office of Research during fall 2000, California Institute for County Government, Capital Region Institute, and a spring 2001 sabbatical from CSUS. A related paper on "Urban Sprawl in a U.S. Metropolitan Area: Ways to Measure and a Comparison of the Sacramento Area to Similar Metropolitan Areas in the US" will be distributed by the Capital Region Institute and Valley Vision.

Rob Wassmer, Public Policy and Administration, had his co-authored paper on "Interstate Variation in the Use of Fees to Fund K-12 Public Education" accepted for publication in the journal Economics of Education Review. In this paper they offer economic arguments in support of greater consideration of user charges to fund public primary and secondary education. Second, to better understand why these economic arguments have not had further influence, a statistical analysis shows the factors responsible for the observed variance in public school use of charges across the United States in 1991-92. Cristy Jensen will be honored at the American Society for Public Administration's (ASPA's) annual awards dinner Wednesday, October 4, here in Sacramento.
