"The Board of Trustee's Evaluation of Chancellor Reed"

Open Letter to the California State University:

 

During the spring of 2001, a three-year evaluation of Chancellor Charles B. Reed was conducted, and the Board of Trustees appreciates receiving comments from all those who made them during this process. This is to inform you that the executive review process was concluded by the Board of Trustees at its May 15-16, 2001 meeting.

 

Criteria established by the Board of Trustees in its Policies and Procedures for Review of the Chancellor adopted in September, 1987 were used to assess the overall effectiveness of Dr. Charles Reed. Those criteria are general administrative effectiveness, working relations both internally and externally, educational leadership and effectiveness, community relations, major achievements and personal characteristics. In late February the Board Chair wrote various faculty, staff, students, presidents, alumni leaders, governmental officials, national educational leaders and community representatives inviting them to submit written comments on the Chancellor's performance. Written comments were received both from those specifically contacted and others who voluntarily submitted their own evaluations.

 

Major achievements of the University and Chancellor Reed were reported. Among them, the following (listed in random order) are especially notable:

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Dr. Reed is decisive, courageous, energetic, hard working, totally committed to the mission and vision of the CSU, and supportive of the campuses and their leaders. He has reorganized the Chancellor's Office in an effective and quick-responding manner and has assembled an excellent management team. He is a wise manager of human and fiscal resources and continuously looks for ways to improve the quality of the academic and administrative experience of the CSU. He is not only concerned about present issues and problems but most importantly plans well for the future of both the CSU and California when more students will be attending our institutions.

 

Our Chancellor captured the imagination of California with his commitment to improving the quality of education in the State, both K-12 and higher education. The Chancellor communicates effectively with the public about educational issues through his frequent CSU interviews, articles and opinion pieces in the media. He is a respected educational leader both in the State and nationally.

 

His relations with the Governor and the Legislature can only be described as superb and have resulted in very substantial funding increases during the past three years. Equally important are his role as a national spokesperson for education and his excellent relations with a variety of national and political constituencies.

 

To build upon his numerous and significant achievements, Dr. Reed and the Board agreed upon the following goals for the next three years:

 

1. Continue to implement Cornerstones.

 

2. Continue strong relations with governmental officials especially to promote affordability and funding for CSU.

 

3. Ensure CSU accessibility, especially through year round operations.

 

4. Enhance communications and consultation with faculty.

 

5. Plan effectively for anticipated faculty hirings.

 

The Board of Trustees unanimously and strongly concludes that Dr. Reed is a highly effective Chancellor of the California State University. He is giving his all to promote CSU's mission of accessibility and affordability combined with high quality. The faculty, staff, students, presidents, alumni and community supporters of CSU should be proud and supportive of Chancellor Reed.

 

The next formal review of Chancellor Reed is scheduled to be conducted in three years.
