Campus Furlough Plan: Update from David Wagner (7/28/09)

To All Members of the Campus Community:

This is an update on the status of campus implementation of furloughs for managers, non-represented employees and staff represented by CSUEU and UAPD. 

We have received Chancellor’s Office approval to implement our furlough plan as we work to address unprecedented reductions in state funding. Our plan has three primary goals: 

  • Minimize to every extent possible disruption to the delivery of instruction and direct student services.
  • Minimize reduction in services to other campus clients.
  • Avoid excessive or unreasonable workload shifts.

For full-time, 12-month employees covered by this furlough plan, there are 24 furlough days that must be taken between August 1, 2009, and June 30, 2010.  Other time bases are receiving pro rata furlough days.  The resulting reductions in pay will be spread evenly over the next 11 pay periods, regardless of the number of furlough days taken in a pay period.  This represents a reduction of just over 10 percent in gross pay for each pay period.

Here’s how furloughs days will be scheduled:

  • A number of days will be designated by the President for furloughs.
  • Employees will have the ability to consult with their managers to determine individual furlough days for the remainder of the required days. 

We are in the process of amending our approved plan to finalize the days designated by the President. Parameters set by the Chancellor’s Office stipulate that with the exception of four consecutive days – which the President has already designated for December 21-24, the days leading into the Winter Recess – there will be no more than one furlough day a week or two furlough days a pay period.  During a week in which an exempt employee is on furlough, the employee’s status changes to non-exempt.

An electronic form for requesting furlough days will be ready next week, and we will provide an additional e-mail alert to you tomorrow once discussions are completed on the number and dates of President-designated furlough days.  A more detailed overview of the campus plan and links to FAQs will be posted once we receive notification of the status of submitted amendments. 

An Update on Other Bargaining Units

Faculty have voted in favor of a furlough package of 20 days for a full-time faculty member.  At this time, the California Faculty Association (CFA) and the Chancellor’s Office are discussing the framework for implementing that furlough program.  Information has not yet been communicated to the campus on the contents of that plan. 

It is our understanding that Unit 4 – Academic Professionals of California (APC) – has completed discussions on furlough implementation with the Chancellor’s Office. We have no details yet.
