Doing Business with California State University, Sacramento
California State University, Sacramento is one of twenty-three campuses in the California State University System. The Procurement and Contracts Services Office is responsible for purchasing goods and services for the campus.
This pamphlet has been prepared to provide you with guidelines on how to conduct business with the CSUS Purchasing Office. We hope this pamphlet will assist you in understanding our policies and procedures as well as aid you in establishing a good working relationship with the University.
Guidelines:
The Procurement Department buys goods and services based on buyer commodity assignments. To be placed on the bidders list for a particular commodity and/or service, contact the appropriate buyer, by e-mail or in writing, outlining the product or service you can provide. Please attach a line card if available.
The Procurement Department's business hours are 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m., Monday through Friday. We request that vendors call to make an appointment with a buyer prior to arrival to ensure the buyer will be available at that time.
Vendors are required to obtain permission from the Procurement Department prior to leaving any equipment on loan or before sending out supplies on approval or starting service.

Insurance Requirements :
Prior to vendors performing service(s) on campus, the Procurement and Contracts Department must have current insurance documentation on file.
To obtain information on current insurance requirements, check the CALIFORNIA STATE UNIVERSITY, SACRAMENTO Risk Management Office, or for insurance information pertaining to a current Sacramento State agreement, contact Procurement Services at (916) 278-7330.
Small Business Requirements:
The State of California grants a five percent bidding preference to certified small businesses to further their participation in state contracting. Small Businesses must be Office of Small Business and Disabled Veteran Business Enterprise Services certified to claim program eligibility.
Disabled Veteran Business Enterprise (DVBE) refers to a business concern that is certified by the Office of Small Business and Disabled Veteran Business Enterprise Services as meeting all of the following:

The business is at least, 51 percent owned by one or more disabled veterans or in the case of a publicly owned business, at least 51 percent of its stock is owned by one or more disabled veterans; a subsidiary which is wholly owned by a parent corporation but only if at least 51 percent of the voting stock of the parent corporation is owned by one or more disabled veterans; or a joint venture in which at least 51 percent of the joint venture management and control and earnings are held by one or more disabled veterans. at least 51 percent of the joint ventures management and control and earnings are held by one or more disabled veterans. The business must be domiciled in the state of California.

One or more disabled veterans manage and control the daily business operations. The disabled veterans who exercise management and control are not required to be the same disabled veterans as the owners of the business concern.
