Officers and specialists are familiar with and apply costing principles contained in the federal Office of Management and Budget circulars A-21 and A-110, analyze grant and contract agreements, monitor budgets, and are responsible for approving expenditures. They facilitate the negotiation of subcontracts, and ensure projects comply with state contracting rules. They serve as liaisons between PIs and UEI Human Resources and Payroll offices to ensure project staff are properly hired and compensated. Officers and specialists also invoice sponsors, prepare financial reports, and work with PIs to ensure compliance with contract deliverables schedules.
