The program supports basic science and/or engineering research at institutions of higher education that is of critical importance to national defense. The program is focused on multidisciplinary research efforts that intersect more than one traditional science and engineering discipline, for submission to the Office of Naval Research; see also SPIN programs 00555 (Army Research Office) and 09137 (Air Force Office of Scientific Research). This competition is open only to and full proposals are to be submitted only by, U.S. institutions of higher education (universities) including DoD institutions of higher education, with degree-granting programs in science a/or engineering.
