Student Fee Policy
On May 15, 1996, the Board
of Trustees approved a new California State University student fee
policy. The new policy delegates authority to campuses to adjust mandatory,
user and penalty fees where all applicable provisions of law and any
revenue bond indentures which may be outstanding have been observed.
To implement the new policy, CSU, Sacramento will meet Trustees requirements
with the following actions.
Establish a Student Fee Advisory Committee
CSUS will establish a Student Fee Advisory Committee charged with responsibility for reviewing and recommending to the President the establishment of new fees, increases/decreases in existing fees, or abolishment of fees. The Committee will consist of the ASI President or designee, four students appointed by the ASI President, two faculty members appointed by the President, the Vice President for Academic Affairs or designee, the Vice President for Administration or designee (ex-officio, non-voting), and one alumnus appointed by the President.
Develop Student Fee Referendum Procedures
The Student Fee Advisory Committee will make its first responsibility the recommendation of student fee referendum procedures to the President.
Review Existing Fees to Determine if Fees Can be Eliminated or Consolidated
The Student Fee Advisory Committee will evaluate existing fees to determine if fees can be consolidated or eliminated and make recommendations to the President.
The Student Fee Advisory Committee will serve as the reviewing body for recommendations on changes to the IRA Fee made by the IRA Advisory Committee and to the Student Health Fee made by the Student Health Advisory Committee.
These actions will result in the transfer of responsibility for review and recommendation on issues related to student fees from the University Committee on Student Economic Support to the newly established Student Fee Advisory Committee. The Student Economic Support Committee will retain all other responsibilities accorded to it in PM 89-11. This change is reflected in PM 96-12, which supercedes PM 89-1 1.
The Vice President for Administration is responsible for the implementation of PM 96-11.
