Fee Waiver - Transfer of Benefit


The California State University (CSU) Presidents or their designees have been delegated authority to waive and reduce fees for enrollment.

Faculty: Eligible members of Unit 3 include all tenured and probationary faculty unit employees and temporary faculty unit employees (excluding coaches) who have three (3) year appointments pursuant to Article 12 of the MOU. Coaches must have at least six (6) years of full-time equivalent service in the department for enrollment in the CSU fee waiver program. Eligible members may transfer their fee waiver benefit entitlement to a spouse, domestic partner, or dependent child*.

Employees in positions funded from sources other than CSUS, graduate assistants, student assistants and part-time temporary employees are not eligible to participate in this entitlement.

The Human Resources Office must determine your eligibility. If you would like to participate in the Transfer of Benefit - Fee Waiver program, you will have to fill out the Certificate of Eligibility and if you are eligible you will receive an email notifying you of the pick up dates for a fee waiver Transfer of Benefit form along with supplemental documents. You will be notified of your eligibility within 10 business days.

*A "dependent child" is defined as (1) your child or stepchild under age 25 who has never been married, (2) a child living with you in a parent-child relationship who is economically dependent upon you, under age 25 and has never been married, or (3) your child or stepchild age 25 or above who is incapable of self-support due to a disability which existed prior to age 25.  For employees represented by Units 1, 8 and 10, dependents may participate in this program up to age 23.

Forms must be complete with all appropriate signatures and supplemental documents. Do not remove any copies of the form - they will be mailed to you upon completion of processing your Fee Waiver paperwork.

Note: If all forms are not received by the deadline, the student will have to pay full fees and will be facilitated a refund upon completion of processing Fee Waiver paperwork for approved coursework.

Program Guidelines

Dependents are entitled to a waiver of the State University Fee for two (2) courses or six (6) units, whichever is greater, per semester/quarter.

The dependent must apply and be admitted to a California State University.

The dependent must be working toward a degree or teaching credential and the courses enrolled in, on a fee waiver basis, must be for credit toward completion of that degree or teaching credential.

Members of the above units may transfer his/her fee waiver entitlement to one (1) person (either a spouse, domestic partner OR a dependent child) at a time, regardless of whether that individual uses the full entitlement of two (2) courses or six (6) units. Dependents taking courses in addition to the fee waiver courses shall pay difference in fees.

If both parents are members of these bargaining units, each may have a fee waiver benefit, which can be transferred to their child. One child may be the recipient of both benefits making him/her eligible to enroll in up to four (4) courses, or twelve (12) units. However, each parent may give his/her benefit to a different child, with each child being entitled to no more than two (2) courses or six (6) units of fee waiver eligibility.

*Tuition Fee may be fully waived for a maximum of two (2) courses or six (6) units, whichever is greater, per term. This includes the Tuition Fee charged during state-supported summer term and the doctorate tuition fee charged for the CSU Ed.D. Program.

Dependents who do not meet established in-state residency requirements must pay non-resident tuition.

Fees cannot be waived for courses taken through Extended University Programs and Services.

*A dependent taking CSU courses in addition to fee waiver must pay the difference between the part-time and full-time State University Fee.

Taxable Educational Benefits

Under current IRS regulations, fees waived for undergraduate education are excluded from taxes. However, fees waived for graduate enrollment may be reported as taxable income for the transferring employee. Eligible employees transferring their fee waiver to a domestic partner for either undergraduate or graduate enrollment may be reported as taxable income. This taxation depends on legislative action each year.

Inter-Campus Enrollment

Dependents are not limited to using the transferred fee waiver eligibility at the campus where the member is employed, but may take courses at any CSU campus. Contact the Fee Waiver Coordinator where the employee transferring the fee waiver is employed, for information on the process and how to proceed.


At the close of each term, a review is made of the grade(s) received for each course taken. Courses may not be taken for auditing purposes under the Fee Waiver Program. If the student's performance in the course(s) is less than satisfactory, a review of the initial decision to use the program to meet specific training or development needs is conducted. In addition, a periodic review is made to determine whether reasonable progress is being made toward achievement of the goals outlined in the Degree Program Plan.

Satisfactory academic standards must be maintained by the spouse, domestic partner or dependent child in order to continue participating in the fee waiver program.

Helpful Tips

Dependent enrolled at CSU - Sacramento:

  • The student needs to complete the CSU Admissions Application found online at http://www.csumentor.edu/AdmissionApp/. Complete the online application, pay the application fee, and submit a copy of your confirmation page to our office Del Norte Hall 3010D to receive a refund of the $55.00 application fee. 
  • Call and make an appointment to meet with an Admissions counselor. For Undergraduate Admissions call (916) 278-3901; for Graduate Admissions (916) 278-6470, for referral to the appropriate academic department. 
  • The eligible member obtains and completes a Transfer of Benefit Fee Waiver Form (Del Norte Hall, Room 3010D). The dependent must select a major and be sure to sign and date all documentation. (DO NOT REMOVE ANY COPIES OF THE FORM.) 
  • Dependent receives invitation to register, registers and pays reduced fees according to normal campus procedures. If using the Fee Waiver, do not select "installment plan" when choosing how to pay for registration fees.

Dependent enrolled at other CSU Campus:

  • Eligible members of Executives, MPP, Confidential, Units 1, 2, 3, 4, 5, 6, 7, 8, 9, and 10 need to obtain and complete a Transfer of Benefit Fee Waiver Form (Del Norte Hall, Room 3010D) and submit it to the CSU - Sacramento Fee Waiver Coordinator. 
  • The Fee Waiver Coordinator at CSU, Sacramento verifies member's eligibility and forwards documentation to the campus of enrollment. 
  • Dependent pays reduced fees and registers in accordance with procedures and deadlines for the CSU campus of enrollment. If using the Fee Waiver, do not select "installment plan" when choosing how to pay for registration fees.
