Course Content and Objectives

The course is designed to assist students in understanding the issues of public policy, financing and the organization and delivery of health services in the United States.

The objectives of the course are to understand:

  • Critical problems and issues re health care
  • The role of government and health policy
  • The economics of health care
  • The role of health insurance and managed care
  • The uninsured and underinsured
  • The health system and the health delivery continuum
  • Issues re diverse populations
  • Ethical issues
  • Alternative proposals for addressing the critical health care issues

Course Format

The course format is lecture-discussion and is dependent upon full class participation and interaction.

This is especially true in this class, a live distance learning model, at CSUS and at other sites.

B. Attendance and participation in class discussions

C. Papers

- Mini-paper - Term paper

D. Examinations

- Mid-term - Final exam

 

 

Evaluation

Grades will be earned as follows:
Mid-term 25 93-100 A
Mini- paper 20 90-92 A-
Term paper 30 80-89 B-
Final exam 25 70-79 C
Below 70 U

Mini-paper - 4 pgs.

Explore the issue of health access for the uninsured in your county of residence-interview selected individuals and examine data

  1. Review the county's program for addressing the issue
  2. Describe the gaps or problems in assuring access
  3. Review programs activities of groups promoting grreater access.
  4. Describe your evaluation - and your recommendations

Term paper - 8-10 pgs.

Select a health policy or service issue - narrow he focus, e.g. local hospital staffing, children's health in the county or state, adult day health care, etc.

  1. Identify the problems and issues.
  2. Examine reasons for the problems - including politics and economics
  3. Review recent proposals for adressing the issues
  4. Identify the values underlying proposals
  5. Outline pro and con arguments re change proposals
  6. Your recommendations for change - and rationale.
