Experience::
Since 1966, I have been engaged in the management and teaching
of water quality and water resources in the western part of
the US, especially in California. Since I retired from California
State University, Sacramento (CSUS), I have done part-time
teaching and odd jobs for consulting firms & state agencies.
From 1981 to 1997, I was a Professor in the Department of
Civil Engineering at CSUS. My teaching and research were in
water quality and water resources for surface and ground waters.
Because of my background with the SWRCB, I included issues
such as NEPA & CEQA. For undergraduate classes, my emphasis
was on subjects that related to water design needs. In graduate
level classes, I included both issues in current water use
and developing use methods. I was an early user of computer
methods, from Fortran and Basic programming to spreadsheets,
word processors and project management. In all of the issues,
both undergraduate and graduate, I emphasized the practical
uses more than the theoretical development.
From 1970 to 1981, I was an Assistant Division Chief at the
California State Water Resources Control Board. Between 1970
and 1980, I supervised the Research Branch of the Division
of Planning and Research. I had state-wide responsibilities
for research projects to serve the needs of the Regional Boards
as well as the State Board. The projects addressed a variety
of surface and ground water issues. The major activities under
my supervision included the funding of research with California
Clean Water Act and other funds, the technical advise to State
and Regional Board units by staff experts in engineering, geology,
biology, economics, and agricultural water issues, and the
development of the Board’s program of NEPA and CEQA review.
Just before I left the SWRCB staff, I supervised the Construction
Grant Planning and Design units in part of 1980-1981.
During 1966-1970, I was engaged in research and teaching at
Colorado State University. The program was very research-oriented
in the area of water resources. While some of the graduate
courses I taught had a rather heavy emphasis on theory, some
of the research projects addressed practical methods for state
and federal agencies.
