In 1983 the dairy farmers received $5 billion in milksubsidies.
In 1985 Congress passed the Dairy Termination
Program which paid dairy farmers to kill their cows for a price of $2,000 per head. Average check to dairy farmers was $128,000. The theory was that this would reduce the supply and eliminate price subsidies.
