Instructionally Related Activities Fee Administration

Policy Statement:

As per Executive Order 290, the instructionally related activities (IRA) fee was established to provide support for essential educational experiences and activities that aid and supplement the fundamental educational mission of the institution. It ensures stable and adequate funding for instructionally related activities as defined herein. Educational Code Section 89230 states, “Instructionally related activities” means those activities and laboratory experiences that are at least partially sponsored by an academic discipline or department and that are, in the judgment of the president of a particular campus, with the approval of the trustees, integrally related to its formal instructional offerings.” Other funds classified as instructionally related by CSU Chancellor’s Office accounting definitions are not included in this policy.

Who the Policy applies to:

The policy is applicable to programs that are required to responsibly manage IRA funds which are allocated by the President.

Why the Policy is necessary:

This policy governs the process to allocate IRA fees to programs that provide essential educational experiences and activities that aid and supplement the fundamental educational mission of the institution. In addition, the policy identifies procedures on how to fairly and appropriately allocate the funds.

Responsibilities:

As delegated by the President, the Vice President for Administration/CFO oversees the IRA allocation process. Associated Students Incorporated (ASI) acts as the fiduciary body, which administers IRA funds on behalf of program advisors/directors. The President shall appoint five members to serve on the Instructionally Related Activities Committee as identified in the IRA Procedures and Guidelines. The ASI President or a designee, shall serve as Chair.
