Consulting Activity

1996-Present Consultant to City of Cleveland (Ohio) on implementing Community Policing. Conducted a city-wide telephone survey on community policing and public safety issues in 1996. Consultant to a number of jurisdictions, including City of Cleveland, Cuyahoga County (Ohio), City of Chico (California) and County of Butte (California) on surveys of the needs of the homeless population and surveys and population estimates of the homeless population.
1987-1995 Consultant, Survey Research Center, California State University, Chico. Served as Project Director for several surveys, including a statewide survey conducted for the California Senate Office of Research .
1983-Present Consultant to several California cities. Conducted public opinion polls and offered workshops on Strategic Planning. Clients included: San Diego, Inglewood, Upland, Monrovia, Yuba City, Redding, and Lincoln.
1987-1989 Consultant, Texas Municipal League. Advised city managers on service strategies appropriate for Southwestern cities at the annual Public Executive Institute sponsored by the LBJ School at the University of Texas (Austin).
