Administration of Sponsored Projects at Sacramento State (Interim)

Policy Statement:

This policy specifies how the components outlined in the Integrated California State University Administrative Manual (ICSUAM) policy section 11002.01 - Sponsored Programs Administration are administered at California State University, Sacramento (Sacramento State). In the event that a given Contract or Grant contains terms and conditions that are not in conflict with but are more restrictive than those provided in this policy, the more restrictive terms and conditions of the Contract or Grant shall prevail.

Additionally, EO 1059 and ICSUAM 13000 – Auxiliary Organizations Administration -  are applicable in regard to the role of auxiliary organizations in the administration of sponsored programs.

Who the Policy applies to:

This policy and any related procedures apply to all auxiliary organizations and any faculty/staff/student of Sacramento State engaged in applying for, receiving, and/or administering any grant, contract, and/or other agreement in support of sponsored research or sponsored projects except by written exception approved by the President.

Why the Policy is necessary:

Sponsored projects provide significant benefit to the University and further its educational mission by facilitating research, workshops, conferences, institutes, and other projects that enrich the scholarly endeavors of faculty and students and enhance the services provided to the community.  This policy shall be followed to ensure that the university and auxiliary maximizes the benefits of sponsored projects and supports faculty, students, and administrators effectively securing and managing sponsored projects.


The President requires that the University and the Auxiliary operate in conformity with applicable law and the policies of the CSU and the campus when proposing and administering sponsored projects.

The Office of Research, Innovation, and Economic Development (ORIED) and the University Enterprises, Inc. (UEI) Sponsored Programs Administration office have primary responsibility for policies and procedures related to the effective administration of externally funded programs awarded to the university and its auxiliary organizations.
