Facilities Management Staff Biographies

Felicia Linstrot-Johnson, Associate Vice President

felicia-linstrot-johnson.jpgNew to the Hornet family in January 2023, Felicia’s education, work history, and passions uniquely qualify her to lead the Sacramento State Facilities Management team. She graduated from UCLA with a Bachelor’s Degree in Mechanical Engineering, was the President of the National Society of Black Engineers (NSBE), and was a member of the Society of Women Engineers. She is certified as an Educational Facilities Professional (CEFP) and with the Association of Physical Plant Administrators (APPA) for Leadership in Educational Facilities. Felicia comes to Sacramento State from her most recent position at the University of California, Agriculture & Natural Resources Director of Facilities. Her experience in Facility Management in education is extensive; with senior management and directorship positions at the Westridge School for Girls in Pasadena, Rio Hondo College in Whittier, and the California Institute of Technology (Caltech). Felicia’s work experience includes complying with federal, state, and local requirements, design & construction, project management, navigating LEEDS certification, and engaging with donors and unionized staff.

Fun Fact: Felicia is number 8 of 10 children.

Glen Schaezlein, Building Trades Manager

glen-schaezlein.jpgAfter finishing his education at Sacramento State, Glen ventured into roles as a contractor and a teacher. Following that, he assumed the position of Facility Director across various public-school districts. Glen joined Sacramento State a year ago, taking on the role of Building Trades Manager.

Fun Fact:Glen likes to compete in endurance races.

Greg Paul, Manager of Customer Service and Access Control

greg-paul.jpgGreg started working at Sac State while he was a student in 1995 at the College of Continuing Education. He was a courier and through that job, made many contacts throughout the campus that he still has today. In 2003 he moved to Facilities to work at the front counter in Customer Service. Over the years Greg has moved his way up the ladder, from ASA to ACS, to Analyst, to Management. Greg now manages the front desk staff, the work order database, the key database, and the electronic locks.

Fun Fact: Greg is made at Sac State.

Kevin Brisco, Director of Grounds & Custodial Services

kevin-brisco.jpgKevin currently works in Facilities Management, directing the services that keep the grounds and interior of facilities clean, sanitized, and safe. He is working on completing his 27th year here at Sac State. Kevin began his service here working as a Custodian in Housing and Residential Life in 1996.

Fun Fact: Kevin enjoys smooth jazz music.

Raymond Keck, Project Manager

raymond-keck.jpgRaymond is an architect by training and has been a Project Manager at Sac State for eight years. He shepherds projects of all sizes from conception to completion and occupancy. Projects under his care have included the Speech Pathology and Audiology clinics in Folsom Hall, the Library Testing Center, the Hornet Stadium Press Box, Library and campus-wide lighting upgrades, the Kadema Hall remodel, the new Art Sculpture Lab building, and countless utility upgrades.

Fun Fact: Raymond grew up in San Francisco.

Ryan Todd, Director of Energy & Sustainability

ryan-todd.jpgRyan has a Bachelor's in Environmental Studies and a Master's in Business Administration. He has been at Sac State for 8 years. Prior to his time at Sac State, he worked for Kaiser Permanente and the United States Geological Survey. In his role as Director of Energy & Sustainability, he oversees a team of 4, with the goal of reducing water, energy, waste, and greenhouse gas emissions campus-wide. Over the last 8 years, his team has acquired more than $8 million in project funds through grants and other funding competitions. They have led the campus to a STARS gold rating by the Association for the Advancement of Sustainability in Higher Education (AASHE), cut domestic water usage by 25%, cut emissions by 20%, and launched the first onsite composting program in the CSU.

Fun Fact: Ryan was born in Scotland.

Susan McGuire, Director of Administration

susan-mcguire.jpgSusan oversees Facilities Administration which consists of staff for budget, accounting, contracts, procurement, information technology, HR (payroll and recruitments), and Customer Service. Facilities have 200+ staff in 20 department IDs with 3 functional areas: Planning Design and Construction, Physical Plant & Building Trades and Grounds and Custodial Services. She has 8 direct reports and 4 indirect. She oversees the departmental annual operating budget of approximately $12M (with cost recovery) as well as trust funds, special allocations, and capital construction budgets that vary between $100k and $200 million annually. Susan has been with Sac State for 21 years.

Fun Fact: Susan volunteers as an usher at the B Street Theater and Music Circus Broadway Theater.

Tania Nunez, Project Manager

tania-nunez.jpgTania has been a Sac State since 2015, and has managed capital projects across campus from planning inception through construction and occupancy. This has included large projects like the Ernest E Tschannen Science Complex and Riverview Hall, to smaller projects like the Welcome Center and Outdoor Seating projects. She has also undertaken master planning coordination for Placer Center and Ramona.

Fun Fact: Tania has traveled to 46 countries and 44 states. She is trying to get to 50 countries and all 50 states before she turns 50.

Todd McComb, Project Manager

todd-mccomb.jpgTodd received his Bachelor of Science degree in Mechanical Engineering Technology from Sac State. He is a Project Manager with 23 years of experience in Planning, Design, and Construction of over 1,150 campus projects for Facilities Management. Todd has a successful track record of organizing and executing complex small to large-scale projects from start to finish. Todd is detail-oriented and thrives in complicated, problem-solving environments.

Fun Fact:Todd is a descendant of the Chief of the Choctaw Nation of Oklahoma

Victor Takahashi, Director, Planning and Construction

victor-takahashi.jpgVictor has been on campus since 2006. He is in charge of all capital projects on campus. Some of the major projects he has been involved with are: PS III, Hornet Bookstore, Broad Athletic, American River Courtyard, the WELL, Folsom Hall improvements, Riverview, Tshannen Science, PS V, Welcome Center, Union Expansion, WELL Expansion, Hornet Commons, new ASL, 910 Place, Pressbox, and Downtown building.

Fun Fact: Victor has been to all of the US National Parks.

Scott Flack, Custodial Manager

scott-flack.jpgScott has worked on campus for almost 17 years. He was first hired as a custodian, then became a Lead Custodian for 10 years, and most recently was hired as Interim Custodial Manager. He has really enjoyed working here, as it is a beautiful campus, and he never dreads being here.

Fun Fact: Scott enjoys traveling during his free time.
